Response to International Digital Strategy

evroc welcomes the opportunity of contributing the EUs tech and digital agenda. As a European cloud hyperscaler active in several EU countries, our mission is to build the European cloud - secure, sovereign, and sustainable hyperscale cloud infrastructure and services for Europe. As outlined in the objectives of the upcoming Joint Communication, a comprehensive strategy is needed to advance the EUs technological sovereignty, democratic values, and security. We believe that true European hyperscalers play a vital role in this strategy and are essential to achieving the EUs tech and digital goals and ambitions. Critical digital services are increasingly dependent on cloud technology, and therefore the EUs digital strategy needs to prioritize, as a fundamental component, a build-up of sovereign European cloud infrastructure and services. To encourage the adoption of European cloud services and drive investment in critical infrastructure across Europe, we recommend the EU to adopt a multi-pronged approach: (1) Safeguarding the EUs Strategic Autonomy and Competitiveness: The EU's growing reliance on non-EU cloud providers raises significant concerns about its strategic dependency and can expose European businesses and entire sectors to significant risks. Recommendations: Introduce, through the upcoming AI and Cloud Development Act, an EU cloud sovereignty requirement that requires cloud services deemed critical (such as those for government, healthcare, defense and financial data) to operate on an EU-controlled infrastructure, meaning a company in which at least 80% of shareholder voting rights are held by stakeholders truly based in the EU. Introduce redundancy requirements for critical sectors to avoid dependence on a single non-EU based hyperscaler. A multi-cloud approach would not only ensure business continuity in the event of an outage but also enhance risk management, interoperability, and data protection. (2) Fostering Scalability through Investment in European Cloud Infrastructure and Services: The EU must adopt a long-term vision to bridge the existing domestic gap in cloud scalability and infrastructure, underpinning this vision with the appropriate funding mechanisms providing efficient support and strategically ensuring public procurement of digital technology, infrastructure and services is based on objective and verifiable resilience criteria that deliberately create space for European industry to compete and grow.
