Response to European Affordable Housing Plan

The Federation of Consumers and Users CECU is a democratic, progressive, pluralist and independent organisation founded in 1983. We are pioneers in the field of consumer affairs because of our work from a broader perspective than that of contracting commodities or services, contributing to new connections between consumption and the environment, food safety, Corporate Social Responsibility, access to justice, fair trade and solidarity, preferential attention to the defence of the most vulnerable groups and the protection of personal data. About the housing work of CECU: How efficient are the houses we want to live in?. In this report we analyze the presentation of Energy Performance Certificates (EPCs) in rent and sell advisements. We have done this report with the objective of increasing awareness about the presentation of EPCs around tenants and buyers. With the results of the report, we are making advocacy to achieve sanctions to listing platforms and real estate agencies who do not present the EPCs in the advisements. We believe this is an important aspect because the EPCs allow consumers to assess their energy bills, and whether they have to spend more on their home, affecting this to housing affordability. Rental and rehabilitation survey. CECU made this report to know how the situation is about the rented housing, its energy efficiency and the request for energy renovation actuations by tenants. Some of the most relevant data in the report is the following. The 20,6% of tenants have less than the minimum salary in Spain. 20,3% of tenants have irregular contracts or have not got contracts. 61,8% of rented houses have not got any isolation. 25,9% of tenants consider that the temperature of their houses is not appropriate in summer, and the 42,9% of tenants consider that the temperature of their houses is not appropriate in summer. The 33,8% of tenants have problems with their house because of the lack of energy efficiency. The 33,3% of tenants have problems with their landlords to repair problems in the house. The 36,8% of tenants have illness because of the energy conditions of their houses. Interview in Cadre de Vie, CLCV Magazine. In this interview we talk about the Spanish Housing Right Law. About the committee and the situation of housing crisis in Spain: In the first document about the Special Committee on the Housing Crisis, CECU detected that the construction of housing buildings has a special relevance in the solutions of the crisis. We think that the construction must not be a solution, almost in Spain. Here we have 3,4 million of empty houses and 400.000 houses destiny to tourist activity. CECU claims that before constructing new buildings, these houses must be inhabited. If these houses are destined to rent in the affordable market, the offer of rented housing will be increased by 14%. A challenge that we detected between affordable housing and energy efficiency renovation is the increasing price after an energy efficiency action. May be in other European countries is not a challenge, but in Spain it is. The Housing Right Law allow to rise the rent price of a house when the landlord make an energy efficiency action when the tensioned zone is decelerated (and it limit the rent prices). We think that it is a problem because of two causes. The first one is because most of the energy efficiency action is financed by public grants. It causes public grants to favor the rise of rent prices and green gentrification. Mechanisms must be put in place to prohibit public subsidies from allowing rental prices to rise. In general terms, we need to change the imaginary around the housing, Now, housing is considered like a commodity, from which it obtains economic benefits. We need to establish a conception about housing as a public service, to which every person should have. Housing is the main pillar for building a dignified life.

La Federación de Consumidores y Usuarios CECU, miembro de BEUC, acoge con satisfacción el nuevo requisito legal que permite a los consumidores individuales y a las organizaciones de consumidores que los representan enviar notificaciones al portal Safety Gate de la UE relacionadas con la seguridad de los productos; esta posibilidad enriquecerá el sistema y facilitará el derecho de la ciudadanía a participar en los asuntos públicos, además de incrementar la confianza en las autoridades encargadas de la protección de sus intereses. CECU presenta aportaciones al REGLAMENTO DE APLICACIÓN DE LA COMISIÓN (UE) .../... e XXX por el que se establecen las disposiciones de aplicación del Reglamento (UE) nº 2023/988 del Parlamento Europeo y del Consejo en lo relativo a las modalidades para que los consumidores y otras partes interesadas informen a la Comisión de los productos que puedan presentar un riesgo para la para la salud y la seguridad de los consumidores y para la transmisión de dicha información a las autoridades nacionales competentes.

Response to Ecodesign requirements for cooking appliances (review)

From an environmental perspective, it is necessary to phase out gas cooktops from the market. For this reason, we consider an energy label that allows a comparison of gas and electric cooktops from 2025 to be essential. A common test method that establishes the efficiency and emission levels of electric and gas cookers is necessary to ensure a just energy transition that addresses health and environmental concerns; that allows a comparison of electric and gas cookers in a proportionate and comparable way to determine their efficiency and to measure pollutant emissions (i.e. CO and NO2) from gas burners. We therefore call for the implementation of the energy label on all types of cooktops (including gas cooktops). A common energy label for electric and gas hobs that includes a pollutant icon together with a comparison of energy efficiency. This would provide consumers with information on the pollutants emitted when hobs are switched on, allowing them to make an informed purchasing decision.
