Feique, en línea con los comentarios remitidos por la industria química europea representada por Cefic, valora positivamente la propuesta de la Comisión Europea sobre el Reglamento de diseño ecológico para productos sostenibles y apoya los objetivos generales de esta ambiciosa iniciativa. Una adecuada aplicación del ESPR supone una oportunidad para que la industria pueda asumir un papel activo en la transición del mercado europeo hacia los productos sostenibles. La industria química ha analizado la propuesta desde tres perspectivas clave: la aplicabilidad, la viabilidad y la claridad de la propuesta de reglamento, centrándose además en la posible interacción de la propuesta con otras legislaciones ya existentes que regulan requisitos de sostenibilidad de productos. Se identifica en la propuesta de reglamento el establecimiento de un marco regulatorio muy complejo que incluye la definición en detalle de requisitos tanto para los productos en su ámbito de aplicación como para los componentes de estos, productos intermedios y sustancias, considerando todo el ciclo de vida de los productos (desde su producción hasta su final de vida), así como cómo múltiples interacciones con legislaciones ya existentes. Feique pretende a través de esta contribución a la consulta pública, en apoyo a los comentarios remitidos por Cefic, aportar mayor claridad sobre ciertos aspectos de la propuesta y exponer las cuestiones que se identifican como claves para lograr una transición efectiva hacia un mercado de productos sostenibles: 1. Interfaz clara entre los distintos marcos legislativos que evite la duplicación de legislación existente sobre productos químicos. 2. Requisitos de información viables para las sustancias químicas (comunicados a través del Pasaporte Digital de Producto). 3. Métodos adicionales para evaluar el impacto medioambiental y modificar la metodología PEF para poder evaluar los beneficios de todas las materias primas circulares. 4. Incentivos suficientes para logar el escalado efectivo del mercado de productos sostenibles. 5. Armonización integral en toda la UE. 6. Calendario de aplicación transparente y por etapas. En el documento adjunto se aborda en mayor detalle cada una de estas cuestiones.

Response to Maximum dimensions and weights in national and international traffic for certain road vehicles circulating within Union

La armonización de 44 to. de MMA -( tipología de vehículo PESADO 2 ejes Tractora +3 tridem ) desde los actuales 13 países que la autorizan- a toda frontera de la UE es algo muy obvio. Si a ambos lados está autorizada esta MMA, las mismas razones de ahorro de combustible, reducción de GEIs, atascos , externalidades negativas del transporte de mercancías por CArretera, competitividad de costes del transporte...en las operaciones de transporte dentro de un EEMM aplican entre el paso de un EEMM a otro si en ambos EEMM ello está autorizado. A lo anterior se añade la escasez de conductores de vehículos pesados. La tecnología para lograr la distribución de los pesos por eje del vehículo es cada vez mas eficiente y la sobre-presión y daño al firme puede reducirse con un peso por eje mejor distribuido. De la misma forma, los trenes de carretera o duo trailer en sus diferentes tipologías pueden atravesar las fronteras si a ambos territorios operan normas similares de autorización de pesos y dimensiones de vehículos de carretera. Es extremo arriba descrito es muy obvio y ya debería estar aplicado en las diferentes fronteras entre EEMM. La pre-rogativa de no autorizar estos pesos máximos por cada EEMM, derivará en su caso, de la calidad de la vía y la fatiga del firme que puede soportar el pavimento. Será pues necesario que a nivel nacional cada EEMM catalogue debidamente los pasos de frontera donde admite estos tránsitos de MMA elevadas. La ventaja para el transporte intermodal deberá valorarse pues para incrementar la MMA de los portacontenedores a 48 to. MMA . Ello es obligado para dar mas ventaja al transporte que crea menos externalidades negativas , que es la combinación de la Carretera con otros modos como el FFCC. La misma reflexión de los pesos por eje es aplicable en este mismo caso. LA industria de la fabricación y montaje de vehículos pesados debe ser requerida para aportar soluciones a este objetivo.
