Response to Initiative on the European Works Council Directive

FECCIA is the umbrella organisation for managers in the chemical, pharmaceutical, rubber, plastics, consumer chemicals and petrochemical sectors at EU level. Through its national member organisations FECCIA represents the interests of over 100,000 managerial staff in Europe and has first-hand experience of the work inside European Works Councils under the current legislative provisions in Directive 2009/38/EC. The member organisations of FECCIA are national trade unions and social partners, and a considerable number of their membership are elected representatives in EWCs in many European companies in the chemical and allied sectors. FECCIA welcomes the legislative proposal of the European Commission for a revision of the European Works Council Directive and is glad for the opportunity to provide feedback in the attached document.

Response to Strengthening social dialogue

FECCIA, the European Federation of Managerial Staff in the Chemical and Allied Industries, representing the interest of over 100,000 managers in the chemical, pharmaceutical, petrochemical, rubber and plastics sector, very much welcomes the European Commission’s initiative to strengthen the social dialogue on European and national level. Social dialogue is key to the mutual understanding of social partners in the central areas of our industry which encompass • successful negotiations of collective bargaining agreements • identifying and implementing provisions on all aspects of health and safety in production plants and research facilities • exploring ways for skills development and vocational trainings • assuring equal participation of women A strong social dialogue has been the foundation for FECCIA’s members in the chemical and allied sectors to successfully help weathering several past storms with all social partners, including the financial and economic crisis of 2008/09 or the effects of the COVID-19 pandemic in the past two years. Most importantly, in the current energy crisis – exacerbated by a galloping inflation, which hits chemical companies and employees alike – social dialogue on European and national levels has been and will continue to be the essential forum where white collar workers, blue collar workers and employers jointly find solutions for the challenges facing us. Beyond this, from FECCIA’s point of view one of the great success factors regarding social dialogue in the chemical and allied sectors has been the financial support the Commission has granted to several projects and actions that were undertaken together with European social partners. These actions delivered invaluable insights and results for employers, workers and managers on the central objectives of the European Pillar of Social Rights as well as the key areas of the European Commission’s social agenda. These actions, implemented under FECCIA’s lead and undertaken together with the European social partners ECEG (European Chemical Employers Group) and industriAll European Trade Union (and formerly EMCEF (European Mine, Chemical and Energy Workers Federation)) include: • The Impact of Demographic Change on the Workforce of the European Chemical Industry (2009/2010) • Active Ageing – Age Management Practices in the European Chemical Industry (2011/2012) • Children – Care – Career: Equal Participation of Women in the European Chemical Industry (2013/2014) • Mobility & Mentoring – Increasing the intra-EU Employment of Young People in the European Chemical Industry (2016 – 2018) • Identifying and Meeting Digital Skills Needs in the European Chemical, Pharmaceutical, Rubber, and Plastics Industry – Social Partner Initiative to prepare the Sector now and for the Future (2020 – 2022) The results of these projects have been disseminated by the social partners on EU and national level and have fostered joint declarations and initiatives to implement the insights and recommendations stemming directly from these actions. In light of the evidence presented here in short, FECCIA emphatically supports and warmly welcomes any effort by the Commission to strengthen the social dialogue on European and national level by modernising this invaluable tool for the future.
