Fingrid Oyj is Finlands transmission system operator: its owners are the Finnish state and Finnish pension insurance companies. Our mission is to secure the supply of energy in our society in all circumstances and to promote a clean, market-based power system. Fingrid Datahub Oy is a fully owned subsidiary of Fingrid Oyj, established to take care of the operational tasks of the centralised information exchange system, datahub. Companys main tasks are to provide and develop the centralised information exchange system and its other services and administer the registered information for electricity market needs. Fingrid and Fingrid Datahub welcome the initiative to enhance interoperability in the retail electricity market in the context of customer switching and appreciate the opportunity to provide feedback on the initiative. We support the chosen model of defining a reference model including relevant roles and their responsibilities, and giving member states the task of describing how the reference model is implemented. However, we would like to draw attention to article 5 of the proposed regulation. In art 5 (f) a provision is defined to ensure that the final customer is billed correctly under the new supplier. This is an important goal, but the way this is achieved should not be described in such detail as to require a meter reading. In the Finnish information exchange model for the retail electricity market, accurate billing of the final customer is achieved by using high resolution (one hour or 15 min) consumption and/or production values instead of meter readings. After the deployment of modern Smart meters Finland stopped using cumulative meter readings in the retail market processes and bringing back that requirement would be a step backwards. With that in mind, we would propose to redefine art 5(f) as acquire measurement data from the metered data administrator at the start of the supply to ensure accurate billing; For further information, please contact Mr. Teemu Kokki, Expert at Fingrid Datahub Oy.
