Finland Chamber of Commerce agrees with the conclusions of the Letta and Draghi reports regarding the need to develop the functioning EU capital markets. The EU needs better functioning and more integrated capital markets to finance sustainable transition, digital transition and investment needs relating to defence and security. In our view, the Savings and Investments Union (SIU) should primarily be based on market-led solutions (bottom-up approach). However, certain targeted regulatory changes are needed to support this. Moreover, we note that the SIU cannot succeed without a competitive and attractive business environment. Thus, the objectives of the SIU are closely linked to the general objectives of the Competitiveness Compass. Please see the attached document for our detailed proposals relating to the SIU.

Response to Evaluation and revision of the Weights and Dimensions Directive

Commercial vehicles – weights and dimensions The Chamber of commerce in Finland and 19 chambers all-round Finland represents over 21 000 companies in Finland. We thank for this opportunity given, we consider this file very important for the functioning of single market and greening of transport sector. Functioning of the Single market: The current situation of variable weights and dimension within the single market should be improved to contribute to the better functioning of the single market as well as to improve the energy efficiency of the entire logistics chains. Free movement of goods and level playing field in different member states need to be ensured. There is a need to improve the existing legislation on a way that the current patchwork of variable rules across the single market is revised. In this revision what needs to be carefully assessed is that the different conditions, such as geography, of member states are duly taken into account as well as attention needs to paid to the already existing practices especially in cases when their environmental benefits can be proved. Decarbonisation: The use of vehicles of variable weights and dimensions is one piece of the puzzle of decarbonising transport alongside with other parts of the logistic chains, namely rail and inland waterways transport. All transport modes need to be decarbonised. Decarbonising of road transport requires that more freight is moved with less emissions. In this respect it is evident that higher weights and dimensions have energy-efficiency gains in road transport as it can be shown from the carbon footprint of road transportation in Finland. The experience gained in the north part of Europe in the optimisation of higher weights and dimensions has also shown that greener, cost-effective and more safe logistic chains are part of the solution in greening of transport. At the same time there is a need to have the right incentives for the uptake and use of alternative fuels or zero-emission vehicles. When the maturity level of technology is there, we can also benefit from the greater use of alternative fuelled and zero-emission heavy-duty vehicles and ramp up their uptake as part of the solution. Border-Crossing: When simplifying the rules between different member states, the already existing practices needs to be taken carefully into account. In the cases where neighbouring member states allow higher weights and dimensions, the practices should continue to give certainty for the investments. Furthermore, with the means of digitalisation, the agreements and formalities between member states should be eased up. Road safety: Considering the long experience that we have had in the norther part of Europe using higher masses and dimensions, there is not any significant decrease in terms of road safety. In our opinion, the use of higher masses and dimensions have reduced the number of vehicles in traffic which has had an overall positive effect on road safety.

Response to Climate change mitigation and adaptation taxonomy

Finland Chamber of Commerce appreciates the possibility to comment the draft delegated regulation relating to the EU Taxonomy Regulation. Finland Chamber of Commerce is an organisation promoting entrepreneurship and a favourable business environment and coordinating the operations of the nineteen independent regional Chambers of Commerce in Finland. The 19 Finnish Chambers of Commerce have 21,000 member companies in a range of industries, including SMEs. Our member companies account for approximately 50 % of business turnover and about 40 % of jobs in Finland. Sustainability is one of our strategic priorities. In order to promote sustainability, we have launched two self-regulatory initiatives which assist companies and organisations to strive for sustainable operations: Climate Commitment (carbon neutrality by 2035) and Human Rights Commitment (focus on human rights and social responsibility). We also arrange sustainability-related training for organisations. Finland Chamber of Commerce fully agrees with the objectives of the EU Taxonomy Regulation, i.e. to provide clarity and transparency on environmental sustainability of investments and to foster investments in environmentally sustainable activities. We note, however, that the practical application of the taxonomy will be burdensome for many companies, including SMEs. We would like to raise certain concerns we have regarding the draft currently under consultation. More specifically, we would wish to see the taxonomy better aligned with relevant EU legislation and policies. First, we propose that the taxonomy is fully aligned with the recast Renewable Energy Directive (RED II). In our view, RED II compliant bioenergy and forestry activities should be considered taxonomy aligned. Moreover, in our view the classification of bioenergy as mere transitional activity should be reconsidered, as we consider it sustainable in itself. Second, we note that the purpose of the initial taxonomy was to cover sectors with the biggest potential to contribute to climate change mitigation and adaptation. We regret that existing sustainable and environment-friendly forest management would basically be excluded from the taxonomy due to the principle of additionality under improved forest management. The taxonomy criteria should be amended in this regard. Moreover, the proposed requirements for improved forest management would add unrealistic burden for small forest owners. Third, we note that combatting climate change and being able to achieve the EU climate targets require significant efforts to decrease carbon emissions in energy production. In our view, the taxonomy should not exclude carbon-emission free energy production from hydropower and nuclear power. Finally, with regard to urban, suburban and road passenger transport, the taxonomy criteria should be aligned with the Clean Vehicle Directive. Thus, public heavy-duty vehicles using unblended (100%) biofuels should be considered taxonomy compliant.
