Response to Evaluation - Groundhandling services at airports

Finnair supports revision of the EU Ground Handling Directive 96/67/EC to bring real competition in Europe’s ground handling services. Further harmonisation and liberalisation of the ground handling market in the EU is needed in parallel with other parts of the value chain, and in order to deliver cost-efficient, high quality ground handling services. Although the market has undergone some degree of consolidation, a wider choice of third-party handlers at airports through free access is required to ensure overdue innovations and improvements in the quality of services. We fully support A4E’s position in this matter. In addition to A4E’s position we would like to point out the importance of introducing adequate language and training requirements, because especially hiring employees from third countries might cause language and training issues. There are only a few mandatory trainings linked to staff qualifications, otherwise the level of training greatly varies among ground-handling companies. Proper language skills should be a standard requirement. Lack of common language and adequate training increase operational and safety related risks. Airlines are directly responsible for the proper handling of luggage and cargo to their clients, but in some cases have no choice but to contract a ground-handling company, where the mentioned issues frequently surface. For these reasons, it would be vital for the EU to have “EU aligned standard trainings” for ground operation staff as it is for crew.
