Response to Review of the CO2 emission standards for heavy-duty vehicles

Fleet Cards Europe (FCE) welcomes the revision of the CO2 emission standards for Heavy Duty Vehicles (HDV) Regulation EU 2019/1242. Having reviewed the proposal, Fleet Cards Europe members would like the following considerations to be taken into account before changes are made to the existing legal framework. In brief, FCE calls for an open technology approach, encompassing the full scope of technologies which can help to abate GHG emissions in the road transport sector. Moreover, we need the guarantee that emissions targets will be set in keeping with flanking legislation, particularly the AFIR, to ensure there is sufficient provision of alternative fuels infrastructure for HDVs in all areas of the EU. The specific needs of European hauliers - most of whom are family-owned SMEs - need to always be taken into consideration when establishing targets. New technologies must be affordable and there must be a viable long-term business (as well as environmental) case for making the switch from traditional fossil fuels to cleaner energy types. Finally, ongoing flexibility is essential when it comes to agreed CO2 emissions targets, so that they can be adapted to changing circumstances, as and when required. As such, it is vital that regular reviews are conducted on an ongoing basis. Please read the position paper attached for further details on FCE's position.

Since its introduction in 2006, the EU VAT Directive (Council Directive 2006/112/EC) has served to harmonise value-added tax (VAT) within the European Union (EU), providing EU Member States with a common framework and understanding in the area of VAT. Having such an overarching framework in place is essential for European enterprises, many of whom conduct business across the single market on a cross-border basis. Numerous amendments have been made to the EU VAT Directive since its entry into force. As part of the European Commissions action plan for fair and simple taxation, an initiative on VAT in the digital age was published on 8 December 2022, with the aim of assisting tax authorities by using technology to combat tax fraud and benefit businesses in the digital age. Having reviewed the proposed amendments to the EU VAT Directive, Fleet Cards Europe (FCE) members, whilst being supportive of the policy rationale behind the proposal, have serious concerns about two of the proposed changes put forward by the European Commission, which are detailed in the paper attached, mainly referred to Articles 222 and 223. Fleet Cards Europe (FCE) represents the independent fuel card sector in Europe, which facilitates the purchase and supply of fuel and other related on-the-road goods and services for millions of commercial users across Europe. FCE members represent a major share of the B2B fuel cards market in Europe and our membership base includes key independent players in this market which are headquartered and operate across the continent. The majority of European logistics, transportation and other fleet businesses rely on the services (issuing, billing, fuel discounts, etc.) provided by FCE members, helping them to move goods and people efficiently and seamlessly across Europe on a daily basis.

Fleet Cards Europe (FCE) is a not-for-profit association (ASBL) established in Belgium in 2021 with the aim of representing the independent fleet/fuel card sector in Europe and facilitating fuel transactions for millions of commercial users across Europe.
Our growing membership base includes key players in this market which are headquartered and operate across the continent. FCE members represent a major share of the B2B fuel cards market in Europe. Approximately a quarter of all fuel litres in the B2B segment in Europe are purchased by fuel cards issued by the members of FCE . The majority of European logistics, transportation and other fleet businesses rely on the services (issuing, billing, fuel discounts, etc.) provided by FCE members, helping them to move goods and people efficiently and seamlessly across Europe on a daily basis. For this reason, the members of FCE play an important role in the impending energy transition of the European on-road passenger and freight transportation sector.
FCE welcomes the opportunity to respond to the Commission’s proposal for a revised Alternative Fuels Infrastructure Directive as a means of transitioning towards a more sustainable fuels infrastructure. This document summarises the key positions of FCE as adopted by its Sustainability Working Group (SWG) and approved by its Board.
FCE stands ready to engage with policymakers and regulators to further explain the business models of its members, focusing also on the mechanics of the functioning of the card or any alternative device used for the identification of the user of the services. We would like to present in the near future further arguments to deepen the dialogue with policymakers and regulators about the characteristics of the instruments used and their regulatory treatment within the legislative framework.
