Fondazione PACTA

La Fondazione Patto per la Decarbonizzazione del Trasporto Aereo (PACTA) nasce con l’obiettivo di favorire e accelerare la transizione sostenibile del settore dell’aviazione, in linea con gli Obiettivi di Sviluppo Sostenibile (SDGs) delle Nazioni Unite e l’Agenda 2030, nonché con l’ambizioso traguardo di zero emissioni nette di CO₂ entro il 2050.

Response to Sustainable transport investment plan

The PACTA Foundation is a project that was launched in 2022 on the initiative of Aeroporti di Roma. Since then, it has been working on the preparation of studies, the formulation of policy proposals at national and European level and the definition of strategies for decarbonising the sector. The foundation brings together 19 participants: Aeroporti di Roma, Enilive, ITA Airways, Intesa Sanpaolo, Aeroporto di Bologna, Airbus Italia, Avipartner Handling, Enel Foundation, Mundys, Gruppo SAVE, Swissport Italia, Aviation Services, Boeing Italia, Enav, Italo, Marsh Advisory, Roland Berger, and Snam. The Foundation welcomes the opportunity to contribute to the consultation on the Sustainable Transport Investment Plan (STIP), which represents a unique chance to align regulatory obligations, industrial capacity, financial instruments, and technological innovation. SAFs will be critical to achieving the decarbonisation goals of European aviation, but stability, predictability, and integrated support measures are needed. The PACTA Foundation calls on the European Commission to adopt more gradual and predictable growth paths for the use of SAFs, support the conversion of refineries into biorefineries, publish binding guidelines for new feedstocks, promote European carbon removal projects, incentivise business deployment, strengthen research and pilot projects, and create financial instruments to mitigate risk. With these measures, the EU will be able to ensure the growth of SAF production and use, maintain global leadership in the sector, strengthen competitiveness, and create lasting economic, social, and environmental benefits. The STIP must not only be a policy framework, but also a catalyst capable of mobilising capital, technology, and cooperation between Member States and industry and making SAF the pillar of sustainable European mobility.
