Response to Report on the Application and Evaluation of the Postal Services Directive

The Free Fair Post Initiative (FFPI) welcomes the opportunity to provide comments on the recently published Roadmap for the further evaluation of the regulatory framework for Postal Service in the EU. Our 2019 White Paper provides 5 specific recommendations to policy makers for a successful future of the EU Postal Market. These recommendations reflect the key principles that we would like to consider as guiding principles in further assessments of the current framework. We would expect that – going forward - all stakeholders can play an equal advisory role in the consultation process. We would also expect that all input would weigh equally in this process conducted by the European Commission, regardless of the nature of the contributor being a private sector representative, user group representative, postal incumbent, regulatory agency or other agency or institution. We also want to stress that the so-called better regulation principles should be the leading principles in this review. We suggest that the review tests the current provision of universal service and the reliance on competition in the market at a general level, leaving sufficient room for innovation and local market solutions to develop without excessive regulation for operators who are not engaged in the government’s obligation on universal service provision. Given the recent developments related to the COVID-19 Crisis, we would like to ask the Commission to maintain a realistic timeline for consultations and stakeholder workshops and not exclude the option to extend the process if deemed necessary.
