The Postal Services Directive (97/67/EC) dates of 1997 and was revised in 2002 and 2008. Meanwhile the postal sector underwent substantial changes due to digitalisation and e-commerce. As a report on the application of the Directive is due, it will be combined with an evaluation in line with the better regulation requirements to assess if the Directive is still fit to deliver on the original objectives of achieving the internal market for postal services and ensuring the universal service.
