The Biotech Act presents a timely opportunity for the EU to support clean biotechnologies in the food sector. These technologies can make a substantial contribution to the EUs climate goals, while also creating jobs and strengthening competitiveness in a fast-growing global industry. To realise this potential, it is essential that food biotechnology and fermentation-enabled biomanufacturing are included within the scope of the Act. Future Matters is a non-profit think tank focused on identifying the most impactful EU policies for global emissions reduction. Our analysis shows that clean biotechnologies in the food sector represent a highly effective and feasible pathway to accelerate climate action. They enable a more diverse and accessible supply of low-emission protein products, supporting healthy and affordable diets. Producing proteins using modern fermentation biotechnologies, for instance, generates around 80% lower greenhouse gas emissions than conventional ruminant production. Supporting these technologies would help the EU reduce its emissions from food and agriculture to reach climate neutrality by 2050. With the right enabling conditions, the EU could help halve global methane emissions from agriculture and unlock up to USD 5.5 trillion in global mitigation benefits by 2050. Beyond climate impact, developing the European food biotech industry brings significant economic and strategic benefits. With strong research and innovation capacity, the EU is well positioned to lead in this emerging sector. The global market for low-emission protein products alone could reach 260 billion euros by 2035 - equivalent to Finlands GDP - and support 9.8 million jobs globally by 2050. Developing this industry in the EU would reinforce food sovereignty across Europe by reducing the EUs dependence on protein imports. This approach supports the EUs high food safety and health standards. Developing a strong domestic industry would place the EU in a position to shape standards in food biotechnology globally, ensuring that safety, quality and sustainability remain central. The European Commission has already identified food biotech as a strategic technology under the Strategic Technologies for Europe Platform (STEP) platform. Including food biotechnology within the scope of the Biotech Act is a logical and necessary next step. It would lay the foundations for a safe, sustainable and competitive food biotech sector in Europe - one that advances climate, economic and public health objectives. To enable this, the Act should take a comprehensive approach that includes all relevant food biotechnologies, such as modern fermentation. This should be accompanied by targeted public investment in research, innovation and scale-up, and a regulatory framework that facilitates commercialisation and market access.

Response to New comprehensive strategic approach towards India

As the EU seeks to diversify trade partnerships, enhance economic security, and strengthen the external dimension of its leadership in clean industries, India emerges as a strategic partner for advancing green industrial development. India is already the worlds second-largest steel producer. As well as expanding domestic steel production, the Indian government also intends to develop green steelmaking. This is a crucial step, as Indias heavy industry is one of the fastest-growing sources of emissions globally that can still be mitigated. With low electricity prices, rapidly expanding renewable energy, and a potential for cost-competitive green hydrogen production, India is well positioned to produce green industrial intermediate goods that require large amounts of renewable energy. This makes India a promising partner for the EU. European green industries are leading in developing finished green industrial products, but face limitations in scaling up low-cost green energy supply necessary for many green intermediate industrial goods. However, Indias green industrialisation faces high capital costs, financing constraints, and limited access to advanced technologies, which continue to hamper progress. This is where the EU can play a pivotal role. Strategic cooperation can help overcome these challenges advancing global decarbonisation while reinforcing Europes own industrial transition. We recommend that the Strategic EU-India Agenda includes a dedicated pillar on green steel value chain cooperation, centred on joint R&D and technology transfer in green iron and steelmaking. The Strategic EU-India Agenda can build on the shared interest in green industrialisation reaffirmed during the recent visit of the College of Commissioners to India. R&D collaboration could serve as the foundation for a broader, mutually beneficial partnership on green steel. This years Strategic EU-India Agenda offers a rare opportunity to forge a forward-looking partnership with an emerging global industrial player helping to avoid major emission lock-in while advancing the industrial goals of both sides.
