Response to A EU hydrogen strategy

Garrett Motion appreciates the opportunity to comment on the forthcoming EU Hydrogen Strategy. For over 65 years, Garrett has developed and produced cutting-edge technology for the automotive industry. We help vehicles be safer, more connected, more efficient and environmentally friendly. We are a leading producer of emissions-reducing turbochargers, and also make technologies for low-emission hybrid vehicles and zero emission hydrogen fuel cell electric vehicles (HFCEVs). Garrett employs 7,500 people worldwide, with 13 production facilities and 5 R&D centres globally. In the European Union, Garrett has a diverse presence, with production, R&D, commercial or engineering centres in Czech Republic, France, Germany, Italy, Ireland, Romania and Slovakia. Garrett also has presence in Switzerland and the United Kingdom. Garrett supports efforts to advance hydrogen mobility. Hydrogen fuel cell electric vehicles (HFCEVs) will play a significant role alongside battery electric vehicles (BEVs) and plug-in hybrid electric vehicles in the pursuit of zero-emission mobility in the coming years. Neither BEVs nor HFCEVs by themselves can provide for all zero-emissions transportation needs during the next several decades. HFCEVs are well-suited to higher-power, heavier applications for both passenger and commercial vehicles and have additional advantages: Long range and much shorter refueling times. Manufacturing costs for HFCEV components are also decreasing with each generation and with scale. Garrett has been manufacturing electric compressors to move air through hydrogen fuel cells since 2016. Electric compressors are important for wider HFCEV adoption. Our design innovations for this technology have helped reduce the size of vehicle hydrogen fuel cell stacks by 40 percent over predecessor systems, simultaneously generating significant gains in constant power ratings. Our two-stage compressor can operate up to 20kW continuously and supply air at over 4 bar, helping to increase stack power density, while reducing weight and noise. To realize the potential of zero emission mobility technologies, the EU should ensure that adequate hydrogen refueling station infrastructure becomes a reality and is designed with both passenger vehicles and heavy-duty trucks in mind. To do this, the Hydrogen Strategy and supporting legislation, including the Alternative Fuels Infrastructure Directive, should lead to targets, incentives and funding for hydrogen refueling stations. In order to ensure that all zero emission technology pathways and use cases are supported in the EU, hydrogen mobility infrastructure should be encouraged as much as BEV recharging infrastructure. Furthermore, the Hydrogen Strategy should increase investments in R&I and commercialization for hydrogen mobility, through mechanisms such as Horizon Europe and initiatives such as the Hydrogen Alliance. The need to rapidly advance hydrogen technologies, especially in the heavy-duty transport, aviation and maritime sectors, will require unprecedented efforts from both the public and private sector. The European Green Deal and the recovery support for COVID-19 offer the ideal opportunity to support the next generation of hydrogen mobility technologies, reducing emissions across the transport system and safeguarding the competitiveness of Europe’s automotive sector.
