Response to Revision of EU rules on the eInvoicing

The Global Exchange Network Association (GENA) is a global non-profit trade body representing the e-invoicing industry, bringing together over 100 members. We work closely with policymakers to ensure regulations reflect industry needs. By fostering collaboration and interoperability, we help businesses streamline cross-border invoicing and improve efficiency worldwide. Please find attached GENA's response to the call for evidence on the revision of EU rules about electronic invoicing. Our submission provides recommendations and we remain available for further discussion.

GENA (Global Exchange Network Association) welcomes the European Commissions initiative to launch a European Business Wallet (EUBW) as a key instrument to simplify and secure digital interactions between businesses and public administrations across the EU. This aligns with our vision of a future world of integrated digital trade, driven by trusted, seamless, and automated transactions. We strongly support the EUBWs focus on enabling businesses to identify and authenticate themselves, receive official notifications, and share verified digital credentialssuch as licenses, permits, or VAT registrationsacross borders. The initiative has the potential to reduce administrative burden, improve regulatory compliance, and accelerate digital transformation in the Single Market. At the heart of this opportunity lies the effective use of digital credentials: machine-readable, structured attestations that allow for automated processing, instant verification, and greater trust. These credentials must go beyond digital versions of paper documentsthey should function as dynamic, verifiable assets supporting legal, financial, and regulatory processes in real time. To fully realize the benefits of the Business Wallet, GENA recommends the following principles: 1. Focus on trusted interactions, not technical uniformity The success of the EUBW should be measured by its ability to facilitate secure and interoperable business transactions, not by imposing one-size-fits-all technical implementations. Let innovation drive wallet solutions within a flexible legal framework. 2. Establish a robust trust framework Trust in digital credentials depends on the legitimacy and verifiability of their issuers. Public authorities should act as competent bodies to attest to issuer credibility. The regulatory framework must support such governance while encouraging market-led development. 3. Ensure interoperability and scalability The EUBW must interoperate with the EU Digital Identity Wallet(eIDAS) and other national and sectoral systems. Open, evolving standardssupported by collaboration with stakeholdersare critical for cross-border use cases and future-proof functionality. 4. Serve real business use cases The Business Wallet should be a practical tool for fulfilling legal and operational requirements such as KYC, public procurement, and cross-border reporting. It must simplify business interactions and support automation, not add new complexity or burden. 5. Promote global alignment EU solutions must be compatible with international frameworks, enabling companies to operate efficiently and competitively across jurisdictions. GENA fully supports this initiative and offers its expertise in e-invoicing, compliance, and digital trade to help shape an EUBW that delivers on its promise: a trusted digital infrastructure that unlocks new opportunities for European businesses and strengthens the Single Market.

The Global Exchange Network Association (GENA) welcomes the opportunity to contribute to the European Commissions Single Market Strategy 2025. We strongly support the goal of enhancing the Single Market by facilitating the cross-border provision of services and the movement of goods. A key enabler of this vision is the adoption of harmonized digital trade processes, including electronic invoicing and related digital documentation. The VAT in the Digital Age (ViDA) initiative represents a significant milestone towards the realization of a seamless and integrated digital trade ecosystem. However, further action is required to address remaining barriers and inefficiencies. We propose several measures to support a more cohesive and competitive Single Market : 1. Establishment of a Pan-European Five-Corner Model for E-Invoicing 2. Harmonization and Standardization of E-Invoicing Formats, Status Reporting, and Distribution Methods 3. Creation of an EU-Wide Pre-Discovery Directory 4. EU-Level Certification of Service Providers 5. Mandatory Roaming Between Certified Service Providers 6. Avoidance of Local Sovereign Cloud Requirements
