Response to Improving the emissions legislation for Light Duty Vehicles

Goodyear took note of the proposal to improve the emissions type approval tests and procedures for light passenger and commercial vehicles. The proposal comes with a new methodology for in-service conformity checks for tailpipe and evaporative emissions, throughout the normal life of the vehicle. Goodyear would like to raise several points that are not immediately clear in the proposal and that may impact tires and their role in tailpipe emissions for in-service vehicles. The testing methodology introduced on page 84 and after of the Annex requires that the testing vehicle “has been serviced in accordance with the manufacturer’s recommendation with only original parts used for replacement of emissions related parts “. However, tires are parts that influence the emissions performance of a vehicle and are likely to be changed (or their condition altered) by their users throughout the five-year (or 100000km) period. Some countries also prescribe the mandatory fitment of winter tires during the winter period or winter road conditions. Customers also have the option to fit alternate sizes compared to the original fitment. In addition, tire manufacturers should not be obliged to supply a specific size and type of tires throughout a set period or mileage. The proposal should clarify whether tires are part of this general requirement, in which case the following elements require additional clarification: 1. The compliance assessment and remedial measures presented on pages 97 and 98 do not describe the situation in which certain components may lead to a failure of the in-service conformity test. As non-compliance may lead to withdrawal of the type approval, it is important to specify if and how this process affects emission related components, such as tires; 2. The criteria for selecting a vehicle for ISC (pages 101-106) only list tire size for the tailpipe emission, but no other criteria; 3. Regarding the in-service check report on pages 111-119, tires’ “allowed rolling resistance” is mentioned, but there is no reference to the rolling resistance coefficient used in the type approval test.
