Response to Food and Feed Safety Simplification Omnibus

GreenLight Biosciences is committed to driving the competitiveness and sustainable transition of EU agriculture, as envisioned by the European Commission's Vision for Agriculture. As a start-up that offers innovative RNA-based biocontrol solutions, we are eager to facilitate the work of farmers, be part of the EU's competitive edge and protect biodiversity. In order to achieve these goals, it is essential that the EU takes action to reduce regulatory barriers, foster innovation, and ensure the EU remains a place in which innovation can grow and thrive. To ensure the success of this transition, we propose the following measures to accelerate the adoption of biocontrol solutions to be included in the omnibus proposal: A unified EU-wide biocontrol definition that is future-proof and inclusive of present and future technologies A provisional fast-track authorization process for biocontrol solutions Establishing expedited 'green priority lanes' to fast-track biocontrol approvals Automatic mutual recognition of biocontrol authorizations across Member States Removing the renewal process for biocontrol products More detailed feedback is contained in the attachment. Response to EU Start-up and Scale-up Strategy

Thank you for the opportunity to share our insights and experience. GreenLight Biosciences discovers, develops, and sells next-generation biocontrols for farmers. In line with the Vision for Agriculture, GreenLight Biosciences technology is a significant step forward in meeting the EU goal to provide European farmers with alternatives to chemical pesticides for crop protection. We are committed to growing in Europe and are grateful to have received financing from the European Investment Bank. However, access to scale-up capital and long regulatory timelines limit potential future growth. Our experience is that the EU faces a significant gap in effective investment in helping bring new technologies and innovations to market, particularly in late-stage financing, which is crucial for scaling up innovative agricultural technologies, particularly those subject to long regulatory wait times. While early-stage funding is accessible, it often falls short of the substantial capital needed for extensive field trials, completing regulatory processes, and scaling manufacturing. To bridge this gap, the EU should reorient its financing approach away from wide consortia-led investments towards more substantial grants or forgivable loans tailored to late-stage innovators that allow them to survive long registration lead times and have a chance to bring their innovations to market. This would be a game changer, allowing the funding that is already available but too early-stage focused and too diffuse to offset the most significant operational and regulatory expenses to ensure promising technologies are successfully brought to market, enhancing agricultural productivity and sustainability, and maintaining the EU's technological sovereignty.
