Response to Recommendation to promote the development of innovative forms of solar energy deployment

At Holaluz, our mission is to achieve a more open and democratized energy system by promoting the Rooftop Revolution, which has already been joined by nearly 7,000 households that consume 100% green energy in Spain. We want to generate a disruption of the traditional electricity supply model by turning families into green energy generators. We have recently published the report "The Rooftop Revolution: an alternative path towards decarbonisation, in which we propose an energy system based on a distributed generation model and innovative forms of energy consumption for Spain and the European Union. We have identified the five main challenges facing the electricity system in the decarbonisation process: transition from polluting energy sources, electrification, flexibility, electricity grids and fair transition with people and territories. We are committed to distributed energy as a clean, cheap, flexible and local alternative to solve these challenges, saving on investments in electricity grids, integrating renewables into the system, generating new green jobs and reducing bills. In this report, we propose several measures that we believe are key for distributed energy solutions to overcome the regulatory barriers they still face in the legislation of many EU countries, and specifically in Spain. We consider that to fully take advantage of the European solar potential, we must ambitiously translate the distributed generation model into regulation. In recent years, Europe has made progress towards a more decarbonized energy system due to the growth of distributed generation. According to Solar Power Europe, rooftop solar added 25 GW in 2022, 8 GW more than in 2021. In fact, the EU's solar strategy sets a target of doubling solar PV capacity by 2025 and installing 600 GW by 2030, much of it through rooftop solar. However, rising interest rates and a lack of regulatory stability have meant that in some EU countries this growth has slowed in the last year. In Spain, UNEF (the main solar association) reported a 54% decrease in the installation of residential solar systems in 2023 compared to 2022, indicating the fragility of an emerging market influenced by interest rates, subsidies, and regulatory stability. To realise our potential, and guarantee a growth in distributed generation that allows us to meet our ambitious objectives, Holaluz proposes several priority areas (for details on each of these, please see the attached file): Simplify the permitting of shared energy schemes, promoting the introduction of the figure of the self-consumption manager in national regulatory frameworks and incorporating new models of shared self-consumption in the regulation. This will improve the distribution of energy by using dynamic coefficients and expanding collective self-consumption. Encourage the installation of behind-the-meter storage to allow Behind-the-Meter (BtM) batteries operating under the simplified compensation scheme to charge with renewable energy production and discharge at high electricity demand periods. Also facilitating and promoting figures such as independent aggregators or new business models such as Virtual Power Plants (VPP). Deploy fiscal incentives, a financing system, or public aids for consumers who install new distributed generation systems or complement their current systems. Rethink incentive systems for national distribution companies and their investment plans to avoid over-investment and reward the commitment to km0 energy. Set ambitious national and European targets and collect public data on distributed generation and behind-the-meter storage. Holaluz would like to share their feedback for the reform of the electricity market with the objective to create a regulatory framework that protects consumers, protects competition and facilitates the development of solar self-consumption and shared energy.
