Response to Trade measure addressing the negative trade-related effects of global excess capacity on the EU steel sector

As the first ultraclean steelmaking facility in Spain, Hydnum Steel strongly supports the introduction of a robust and permanent EU trade measure to replace the current steel safeguards expiring in 2026. We underline the need for a predictable, fair, and environmentally aligned trade framework that protects the EU market from the persistent threats of global overcapacity and unfair trade practices. Hydnum Steel advocates for a tariff-rate quota (TRQ) system with quarterly administration, non-transferable quotas, and a country-specific cap. This approach helps prevent import surges and market disruption while ensuring stable supply conditions for EU industry. We also support the introduction of a melted and poured rule to ensure traceability and reinforce the EUs environmental and sustainability standards. The new measure should enter into force no later than Q1 2026 to avoid a harmful policy gap. A permanent safeguard framework, regularly reviewed and adapted to market conditions, is essential to enable long-term investment in decarbonisation, industrial resilience, and strategic autonomy. Hydnum Steels position, in the attached file, aligns with the goals of the European Green Deal, the Steel and Metals Action Plan, and the EUs broader agenda for industrial reindustrialisation. All technical details were also submitted through the official EC questionnaire. We remain available for further dialogue.
