Stegra proposes near-zero steel for EU vehicle recycling targets

Message — Stegra proposes allowing near-zero steel based on primary raw materials to meet mandatory content targets. They recommend the Commission adopt the IEA definition to avoid disrupting industry standards.123
Why — This allows their low-carbon primary steel to satisfy demand where recycled scrap supply is insufficient.45
Impact — Post-consumer scrap suppliers face competition if primary steel substitutes for mandatory recycled content targets.6

H2 Green Steels (H2GS) synpunkter på initiativen 1. Kommissionens meddelande om att utnyttja alla möjligheter i rörlighet för talanger som en del av Europaåret för kompetens 2. Kommissionens rekommendation om erkännande av tredjelandsmedborgares kvalifikationer Om H2GS H2 Green Steel lanserades 2021 med ambitionen att påskynda utfasningen av fossila bränslen i industrin. Stålindustrin är en av de branscher som släpper ut mest koldioxid och H2GS har därför valt att starta i norra Sverige med en storskalig fossilfri stålproduktion i Boden. Anläggningen planeras tas i drift under 2025. I produktionsprocessen vid den nya anläggningen ska vätgas ersätta kol i ståltillverkningen vilket ger en kraftig reduktion av koldioxidutsläppen. Den planerade verksamheten kommer bland annat att omfatta följande processer; elektrolys för framställning av vätgas, direktreduktion av järnmalm med vätgas, ljusbågsugn, gjutning, varm-, kall- och trimvalsning samt olika former av ytbehandling. Processerna i verksamheten kommer i huvudsak att vara eldrivna. H2GS ståndpunkt H2 Green Steel ställer sig mycket positiv till initiativet och dess åtgärder för att i) göra EU mer attraktivt för talanger från länder utanför Europa och minska arbetsgivarnas kostnader för att rekrytera migranter, ii) säkerställa att migranter på bästa sätt kan utnyttja sin kompetens och sina kvalifikationer, iii) fördjupa samarbetet med länder utanför EU kring lagliga migrationsvägar och iv) stödja rörligheten för studerande. H2GS Bodens etablering förväntas resultera i en befolkningsökning på 10 000 i regionen fram till 2030 varav direkta arbetstillfällen utgör ca 2000. Detta sker i norra Sverige, en region som samtidigt huserar flera parallella omställningsprojekt kopplat till grön omställning och sammantaget har ett behov av att attrahera över 100 000 nya invånare till 2035. H2GS nyetablering och deras processer skapar direkta behov av åtgärder för att komma till rätta med de stora kompetensbristerna som råder inom bygg-, energi- och transportsektorn. Kompetensförsörjningen som krävs för att ställa om en industri och etablera nya processer är en utmaning både i H2GS primära verksamhet och i vårt ekosystem av samarbetspartners. Det krävs olika specialistkompetenser i både bygg- respektive driftfasen där den europeiska tillgängliga kompetensen är inte tillräcklig vare sig utifrån specifik kompetens eller numerär. Rekrytering utanför Europa är en nödvändighet för att lyckas med etableringen. Utöver sektorerna bygg-, energi-, och transport som påverkas direkt av vår etablering och den gröna industrin önskar H2GS även betona vikten av att underlätta kompetensförsörjning till väsentliga samhällsbärande funktioner. I takt med att tusentals arbetstillfällen skapas inom industrin krävs stora arbetskraftstillskott inom exempelvis skola, omsorg, hälso- och sjukvård. Dessa utgör essentiella funktioner i ett hållbart samhällsbygge som i sin tur är en grundförutsättning för den gröna industrins utveckling.
