Response to Revision of the CO2 emission standards for cars and vans

Lubrizol supports the EUs continued commitment to technological neutrality and policy coherence as outlined in the call. However, we believe that the current regulatory framework, centred exclusively on tailpipe emissions, risks creating unintended imbalances. A regulation that mandates 100% tailpipe CO reduction by 2035 does not account for the full climate impact of different technologies across their lifecycle. For example, a hybrid vehicle using a renewable fuel like bioethanol continues to be measured as a 100 g/km CO vehicle, while a heavier battery EV powered by fossil-based electricity is treated as zero-emission. This framing marginalises advanced ICE technologies and the significant progress made in decarbonising fuels and lubricants. The lack of recognition for climate-neutral liquid fuels and efficiency-enhancing technologies in the current standard removes incentives for solutions that are already available and could contribute substantially to the EUs climate goals. Over the past decades, Lubrizol and other technology developers have delivered meaningful reductions in emissions from ICE vehicles through improved combustion efficiency, advanced engine oils and fuel system innovation. These improvements remain vital in a fleet that will include hybrids and existing ICE vehicles well beyond 2035. The average age of passenger cars in Europe has been increasing and now stands at 12 years. ICE vehicles are likely to remain on the road for a long time to come, underlining the importance of continued innovation in this area. Lubrizol welcomes the Commissions ongoing work toward integrating LCA into vehicle emissions regulation. Measuring climate impact across the full life cycle rather than at the tailpipe alone would provide a more accurate reflection of emissions and ensure that technologies delivering genuine CO savings are recognised. An open and innovation-friendly LCA methodology will be essential in maintaining a level playing field between technologies and ensuring fairness in how policy supports the shift to net-zero. It is essential to recognise that vehicle technologies alone cannot deliver the required emissions reductions without the necessary infrastructure and enabling environment. The deployment of charging networks, refuelling stations for renewable and low-carbon fuels, and upgrades to electricity grids will determine whether consumers and businesses can realistically adopt new technologies at scale. A regulatory framework that promotes multiple pathways must therefore be accompanied by policies that accelerate investment in diversified infrastructure, ensuring that electric, hybrid, and climate-neutral fuel options are all supported. Without such complementary measures, the effectiveness of the CO standards risks being undermined by uneven infrastructure availability, regional disparities, and consumer uncertainty. Creating a coherent enabling environment will be critical to achieving both climate ambition and a just, inclusive transition across Europe. We believe the most effective path forward is one that maintains openness to all climate solutions (whether electric, hybrid, fuel cell or highly efficient ICE) and enables fair competition among them. The revision of the CO standards offers an opportunity to recalibrate the framework aligning ambition with inclusiveness and ensuring that Europes regulatory approach continues to drive emissions reductions and industrial resilience. Lubrizol underlines the importance of ensuring a just and orderly transition for all players in the automotive value chain. Suppliers of components, fluids and materials have made significant investments to support OEMs in improving vehicle performance, durability and sustainability. As industry moves through a rapid transformation, a stable, predictable regulatory environment will be critical. Initiatives such as the Strategic Dialogue offer a valuable platform to align regulatory goals with value chain realities.

Response to Carbon footprint methodology for electric vehicle batteries

While Lubrizol commends the European Commission for its efforts to establish a single, standardised methodology for assessing the environmental footprint of batteries through the Product Environmental Footprint (PEF) methodology, we would like to highlight three areas of concern: 1. The Circular Footprint Formula relies on complex end-of-life predictions; 2. The rigidity of PEF rules limits the ability of companies to adapt the assessment process to their unique products and operational nuances; 3. The safeguards for protecting business-sensitive information are not sufficient. Please find attached our feedback and recommendations.

Response to Development of Euro 7 emission standards for cars, vans, lorries and buses

Lubrizol supports the European Commission’s ambition to propose more stringent air pollutant emissions standards for combustion-engine vehicles. Moreover, we agree there is scope to reduce complexity in the standards and bring them in-line with the latest scientific knowledge. Our own laboratory and field research work shows that RDE testing does not cover vehicle emissions under all circumstances. We urge the Commission to recognise the vital role that higher performing lubricants and fuels could play in improving air quality and helping the EU to achieve climate neutrality by 2050. For example, promoting the use of higher performing lubricants throughout the whole of a vehicle’s useful life would greatly reduce its total CO2 and air pollutant emissions. More generally, there is a need to ensure post-Euro 6/VI policies align with other initiatives underway, including a better understanding of non-exhaust vehicle emissions and developing a life-cycle analysis framework to measure whole-life vehicle emissions. We encourage the Commission to take a science-led, technology neutral approach in its determination of the most effective policies.
