Response to European grid package

As a renewable energy developer active in Portugal, we strongly welcome the European Commissions initiative for a European Grids Package. The goals of accelerating grid development, improving transparency, and streamlining permitting are crucial for achieving both national and EU climate targets. In Portugal, the deployment of renewable energyespecially solar and windis being constrained by limited grid availability and a lack of clarity in the procedures for obtaining grid connection. While the country has made significant progress in renewable generation, transmission and distribution infrastructure has not kept pace, particularly in high-resource regions in the interior of the country. We respectfully recommend that the Commission prioritise: Mandatory transparency obligations for TSOs and DSOs to publish real-time and forward-looking data on available capacity by node or region; Clear and harmonised procedures for obtaining grid connection, including transparent steps, criteria, and timelines; Prioritize renewable energy projects that are directly linked to meeting the demand of emerging green industries and allocate grid access accordingly. This approach would reduce risk for third-party investments in three key areas: (i) renewable energy generation, (ii) green industrial development, and (iii) grid infrastructure expansion. EU-level monitoring and enforcement to ensure national licensing authorities provide a clear and timely path to grid access. We believe that the success of the EU Green Deal depends on closing the gap between clean energy potential and grid readiness. The European Grids Package must be an opportunity to align infrastructure with ambition.
