Response to Savings and Investments Union

Mario Draghi and Enrico Lettas reports on European Competitiveness and the EU Single Market em-phasize the importance of mobilizing private capital to enhance European competitiveness, particularly in the energy sector. This includes creating an EU Savings and Investments Union (SIU) to facilitate the flow of private capital into long-term projects, especially energy infrastructure. The key aim is to bridge the gap between savings and investments across the EU, by improving condi-tions for institutional, retail and cross-border investment in long-term investments, developing targeted tax incentives, and improving the effectiveness of the existing EU sustainable finance framework. It is estimated that over EUR 30 trillion of savings are held in currency and deposits across the EU , representing a large pool of capital. Not only could this be better invested in a way that benefits the owners of those assets, but it could be more productively deployed in a way that achieves the objectives outlined in the Draghi and Letta reports, such as through investment in energy infrastructure pro-jects. As such, it could be a key resource for the SIU. Institutional investors, such as pension funds and insurance companies, are generally identified as crucial players in financing energy infrastructure. The SIU should provide an attractive and flexible framework to attract these investors by offering stable and predictable returns. Various recent reports suggest regulatory adjustments to reduce barriers for institutional investors, including simplifying in-vestment rules and providing incentives for investments in clean energy projects. Enclosed are some views and proposals from Copenhagen Infrastructure Partners (CIP) on how the EU regulatory framework for banks, insurers, and pensions could be adapted to unlock private savings to finance long-term energy infrastructure projects in the EU. A mix of gradual changes and radical ad-vancements is warranted.
