Milestone Systems supports the AI Act as a necessary and forward-looking framework. We commend the Commissions ambitious goal of reducing administrative burdens. Achieving this will be instrumental in enabling businesses like Milestone Systems to focus resources on innovation and growth, rather than on navigating complex compliance requirements. Harmonized implementation of the AI Act We strongly support clear regulation that ensures a responsible approach to the development and application of AI-models. Consistent, EU-wide rules are essential to prevent a patchwork of 27 interpretations, reduce compliance costs, and foster a level playing field. As a global company, we urge the European Commission to provide centralized guidance for the implementation of the AI Act and to prioritize a harmonized rollout across Member States. The AI Act must be implemented with commercial realities in mind. In the face of intense global competition, fragmented enforcement risks undermining both innovation and competitiveness of European companies. We call for a pipeline-based implementation, with concrete steps for compliance, underpinned by early guidance and harmonized enforcement. The AI Act should include proactive biometrics regulation Milestone Systems fully supports the Commissions emphasis on legal clarity and the protection of user rights as foundational principles in digital regulation. We recommend that the EU explicitly address proactive bio-metric systems in the implementation of the AI Act, ensuring that regulations distinguish between real-time and retrospective biometric processing. Proactive biometric systems, such as real-time facial recognition used for access control, operate by matching live inputs against a predefined list. If there is no match, the system does not store the image or any biometric data from that moment. This approach minimizes unnecessary data retention and reduces privacy risks, as only relevant matches are processed and stored. In contrast, retrospective biometric recognition (post-event analysis) is efficient for investigative purposes, but it requires the storage of video sequences or images for later analysis. This practice increases data privacy risks and can be less efficient, as it involves retaining large volumes of personal data, often without immediate ne-cessity. Unlock valuable data through public-private collaboration We encourage the Commission to promote active collaboration between public institutions and trusted data partners. Such partnerships are vital for leveraging the high level of digitization across the EU, to build robust and compliant data ecosystems that fuel responsible AI development and address societal challenges - from urban mobility to public safety. In line with the Commissions objectives to reduce regulatory fragmentation, we believe that accelerating pro-gress in this area will require targeted incentives for public-private collaboration. Milestone Systems Project Hafnia serves as a leading example, establishing the worlds first video data library for compliant and responsible training of visual AI. Through data partnerships with public authorities and the integration of synthetic data, Hafnia ensures privacy while enabling innovation. This initiative demonstrates how collaborative data strategies can unlock solutions for traffic safety, mobility, and pollutionsetting a bench-mark for responsible AI across the EU.
