Response to European Partnership for Integrated Air Traffic Management

NATS welcomes the opportunity to comment on the Commission’s “European Partnership for Integrated Air Traffic Management” (Research & Innovation) Inception Impact Assessment Roadmap. We support “Integrated Air Traffic Management (ATM)” as a specific candidate for an integrated partnership under the Horizon Europe programme. NATS supports the establishment of an institutional partnership for integrated ATM under Article 187 – as proposed under Option 2 in the Commission’s “Inception Impact Assessment” Roadmap. It is important that associated countries that are not EU members, but play a significant role in European ATM, are able to continue to participate in the ongoing future European ATM R&D development programme. Response to Safe separation of aircraft through interoperable surveillance systems

Comment on behalf of NATS in response to European Commission consultation on changes to Commission Regulation (EU) 1207/2011 NATS is one of the world’s leading Air Navigation Service Providers, processing over 2.3 million flights and 220 million passengers a year in the UK alone. In addition to managing the North Atlantic Corridor and en route services over the UK, we provide services to 14 UK airports and 11 Spanish Airports. In total, we work in more than 30 countries around the world spanning Europe, the Middle East, Asia and America NATS is disappointed that the mandated dates are being pushed back. As ANSPs, we have made various investments which will now not be used at the anticipated time. However, as this seems to be due to slow airborne implementation we realise that it is required. It appears that the cause behind this issue relates to technical issues with the relevant standard. This is disappointing; NATS would like to understand what measures are being taken (e.g. by EASA) to prevent this happening again. NATS would also like to request that this is the final change of date – they must not be pushed back any further to prevent further impact on our investment planning. NATS has a further comment related to a knock-on effect of the date changes on the requirements set out in Commission Implementing Regulation (EU) 1206/2011 laying down requirements on aircraft identification for surveillance. This regulation requires that the “cooperative surveillance chain has the necessary capability to allow [all actors in the chain] to establish individual aircraft identification using the downlinked aircraft identification feature.” by 2020. If the surveillance performance regulation is amending dates, NATS considers that a commensurate and consistent extension in 1206/2011 should also be considered.
