Response to New comprehensive strategic approach towards India

Some reflections and recommendations on EU-India relations, particularly with regard to the economic relationship 1.Greater pressure after EFTA and UK deals With the EFTAIndiaTEPA signed inMarch2024and the UKIndiaFTA concluded inMay2025, the EU is now the last major partner in NewDelhis preferred sequence. The signing of the UK deal undoubtedly raises the political stakes, and the EU should scrutinise its text closely once publishedbut must also avoid imitating its limited depth. Indian negotiating bandwidth remains stretched and currently focus on negotiations with the US, Moreover, the structural red lines for market access that have stalled every Indian FTA since2007 still apply. An end2025 conclusion is therefore implausible unless Brussels settles for a deal too small to alter current trade or investment flows, which have been declining between the EU and India in relative terms. 2. But beware of the earlyharvest shortcut The notional objective of wrapping up an FTA by the end of 2025 creates a dangerous incentive to replicate Australias early harvest deal with India. After more than two decades of negotiations, we must resist that temptation. A shallow agreement would not redirect supply chains, would not advance the EUs derisking agenda, and would therefore miss the strategic mark set by EU political leaders. Symbolism cannot substitute for substance. 3.The crisis of the multilateral is bigger than any bilateral deal and India could be an important partner to defend the system The multilateral trading system faces its deepest crisis since1947. Chinese and US policies are fragmenting global trade. Rather than expending scarce negotiating capital on an unrealistic FTA deadline, the EU should immediately invest significant political capital in a coalition of midsized powers with a significant stake in the systemincluding Indiato defend and update WTO disciplines. 4.Develop a CleanTrade & Investment Partnerships (CTIP) with India CTIPs may offer a pragmatic vehicle to advance supplychain diversification and green investment in parallel to FTA negotiations and offer the political win needed for the summit in Q1 2026. A standalone EUIndia CTIP could address Indian concerns over CBAM design, unlock renewableenergy and criticalrawmaterials projects, and thus remove major obstacles from the FTA negotiations. 5.Look beyond tariffs Surveys of EU companies in India indicate that there are many decisive barriers for market access beyond customs duties and other issues subject to potential FTA disciplines. Expanded technical assistance through the EU Delegation in Delhi and the new Federation of European Business in India (FEBI) could yield tangible investment gains while the FTA gestates.

Response to Individual Learning Accounts – A possibility to empower individuals to undertake training

An EU initiative on Individual learning accounts (ILAs) is very relevant in a context where the current crisis and the acceleration of the transitions in the labour market – in particular the green and digital transitions – are increasing the need for upskilling and reskilling in the EU. To address this need and reach the new European target of having 60% of European adults train each year by 2030, ILAs could be a useful instrument to add to the EU's toolbox. ILAs ensure that all workers, independent of their status, have access to training and can manage their career transitions in a sustainable way. ILAs can also contribute to bringing about a real change of mindset regarding lifelong learning. A European initiative inviting member states to set up national ILAs according to European guidelines would leave member states with ample room to adapt ILAs to national specificities while making sure that all the schemes address the current shortcomings of adult learning systems in the EU. European guidelines should tackle, among other issues, inclusiveness in access to training, as well as the quality of training and its alignment with labour market needs. The attached policy brief aims to feed in more details the discussion on ILAs and the creation of an individual right to training for all Europeans.
