Response to Real-Driving Emissions in the EURO 6 regulation on emissions from light passenger and commercial vehicles (RDE3)

The Opel Group fully endorses the objectives of the RDE legislation and has initiated accelerated planning and development activities to meet the numerous new requirements that were already adopted (RDE1&2) or will be shortly (RDE3). This complex regulation implemented in multiple steps in parallel to the transition to the new WLTP test cycle and procedure is a major challenge for our company in terms of engineering development, planning and validation, resources and cost. The Opel Group wants to highlight one aspect of the proposed legislation (RDE3) that is of particular concern, which is the proposed application dates for the new requirement that will lead to the addition of gasoline particulate filters. The Opel Group considers that the proposed dates do not give sufficient lead times for a proper implementation, as there is significant engineering and certification burden associated with these new requirements. The addition of a particulate filter for gasoline cars is not a simple addition but requires, in the vast majority of cases, re-design of the engine and / or chassis space and engine re-calibration. In addition, filter technology for direct injection gasoline engines still requires development and the level of maturity of the portable measuring instruments used for homologation is not adequate at this time. We therefore request to consider an application date of not earlier than September 2019 for all new vehicles, which remains a stretch target and will require extra-ordinary efforts. This would allow to synchronize the dates for implementation of Particulate Number limits with the already approved dates for NOx limits.
