Response to Modifying provisions relating to the promotion of agricultural products

One of the objectives of the amendment of this Regulation is to make programmes more accessible and In recent years, it has become clear that the number and administrative capacity of proposing organisations that can implement EU agri-food promotion policy limits the number of programmes that can be implemented. In addition, Member States and stakeholders expressed concerns about other factors limiting access to support. It was established that the application of Article 1(4) of Delegated Regulation (EU) 2015/1829 restricts access to support and is unclear. Furthermore, it was established that Article 1(1)(d) of Regulation (EU) 2015/1829 is not necessary, as bodies in the agri-food sector, which are entrusted by the Member State concerned with a clearly defined public service mission to provide information on and promote agricultural products, are considered to be representative of the sector(s) concerned by the programme. Article 1(4) of Delegated Regulation (EU) 2015/1829 should therefore be amended and Article 1(1)(d) deleted. This paragraph reads as follows: (d) bodies in the agri-food sector whose purpose and activity is to provide information on and promote agricultural products and which are entrusted by Member States with a clearly defined public service mission in this field. These bodies must have been legally established in the Member State concerned at least two years before the date of the call for proposals referred to in Article 8(2). In other words, what the deletion of this point is intended to do is to make representative associations with little or no previous experience eligible for promotion grants. Taking into account the situation in which the implementation of this regulation of budget decrease, opening the possibility that an inexperienced association can apply for aid, increasing the number of applications at a time when there are fewer funds available for the development of projects. We consider that this is not the right time to eliminate this condition. Therefore, INTEROVIC considers that the following text should be removed from the proposal Art1, point 1 paragraph (a) in paragraph 1, point (d) is deleted.
