Response to Harmonised river information services – revision of EU rules

The review process of the RIS Directive is very much welcome of Pro Danube International, and the same time it is considered as utmost important as well! This is due to the fact that the directive itself was/is a major step in digitalisation in inland waterway transport, however, not all the objectives have been met so far: (i) the traffic management side is well developed all over Europe with benefits mostly for the authorities, whereas (ii) the transport management leg is highly missing. And in deed - this second aspect shall/can be the one supporting the integration of IWT in the full logistics chains, contributing to modal shift etc. Why is that? It can partially be due to the fact that too much focus was placed on the authority side without the necessary level of involvement of the sector players. It can partially be due to the fact that the directive and the applicable regulations / standards etc. give too much space for national interpretations and implementations which hinder the achievement of the real goal: HARMONISED information services for IWT, which really drive towards simplified digital processes in administration, and do not create additional burdens and don´t force stakeholders to use e.g. "open AIS tracking services" to check vessel position etc. data. We suggest to take up these issues more significantly in the further steps, together with the continuous involvement of the sector and provide tangible results for them which supprt smooth daily operations. The impacts listed in the document are valid, whereas some of them might need further checks were PDI is happy to team up with the relevant stakeholders.
