Response to Recommendation on covert interference from third countries

EU-based Ukrainian (Georgian, Moldovan) civil society, as the ones defending European democracy in their countries of origin in practice, should have a voice in the EU. They should be empowered through participation in the EU structures and direct EU funding. Media / social media communication on democracy through these NGOs etc should be encouraged. Disempowerment of the civil society through artificially created barriers (not opening accounts in the banks, closing accounts without reasons, not allowing (geo)political promotion of democracy should be discouraged; raising awareness that being politically active in terms of defending the EU-values is not a bad thing) should be a priority. Investigations into (followed by potential ban of) organisations representing or mainstreaming interests of LNR/DNR // Flags // Ribbon of Saint George; Z sign being spread around Brussels (and not only) Looking into any Russian cultural diplomacy organisations in Belgium (like Pricreadi) Civil society orgs should be encouraged by the EC to look into it/to investigate such actions and who is behind it the Belgian government/EC authorities should back it up its a democratic effort (otherwise, such propaganda actions are streamlined in the unfriendly countries and their media to legitimise propaganda) Highlight such actions as a threat to democracy, e.g. Investigation article by Promote Ukraine concerning Russian NGO in Brussels from 2021 https://www.promoteukraine.org/creative-diplomacy-how-ngo-reinvents-russia-in-brussels/ Ban the extremists signs that spread hatred (letter Z like fascism signs etc.); ban organisations that spread hatred - representation of LNR / DNR. Flexible funding for the EU-based civil society organisations that defend democracy in third countries (as the EU is a indirect beneficiary of such democracy defense in third countries) / Empower civil society by giving them voice, space, platforms / Top-down encouragement of the participation of civil society in different forums / Create a Civil Society Hub for democracy defenders in the EC / Facilitate access to banking services (to not hinder the opening bank accounts and benefiting from other banking services needed for the functioning of the NGO without reason) / Allow for city publicity (City Lights) for democracy defense by NGOs / More political support to diaspora organisations / Offer capacity-building.
