Response to Sustainable Products Initiative

The members of the Closed Pallet Pooling Coalition (CPPC) – CHEP/IPP/LPR - welcome the opportunity to contribute to the Inception Impact Assessment on the Sustainable Products Initiative. The Coalition welcomes the European Commission’s ambition to propose – as mentioned in the Inception Impact Assessment - a sustainable product policy legislative initiative to make products fit for a climate neutral, resource efficient and circular economy, reduce waste and ensure that the performance of frontrunners in sustainability progressively becomes the norm. The Coalition supports the revision of the Ecodesign Directive and the proposed additional legislative measures to make products placed on the EU market more sustainable. A system of closed pooling of wooden pallets, as promoted by the coalition, maximizes the balance between an optimized utilization and a sustainable “Product-as-a-Service” (or rather “Packaging-as-a-Service”) business model by issuing, collecting and reusing wooden pallets through a managed and tracked internal system. The coalition places great emphasis on, and investment in ensuring that their wooden pallets are designed to be highly resilient, can be repaired and reused many times and that any end-of-life-cycle materials can be recycled or reduced. The pooling of wooden pallets therefore constitutes a prime example of a circular economic business model. The attached file includes two complementary position papers: - The position of the CPPC regarding the important of promoting the harmonization of sustainable production processes within the Single Market as building block of the European Union’s strategy for the circular economy; - A joint position paper by the CPPC and the association Reusable Packaging Europe, laying down in further details the support for the promotion of Product-as-a-Service models and for ensuring legal certainty for circular business models, especially regarding property ownership rights and moveable asset management. Closed pallet pooling companies have been operating fully circular even before the concept of circular economy was introduced by the European Commission. The members of the Coalition therefore would welcome the opportunity to further elaborate on these challenges and share best practices with the European Commission with the view of constructively shaping the circular economy legislative framework.

Response to 2030 Climate Target Plan

The members of the Closed Pallet Pooling Coalition (CPPC) – CHEP/IPP/LPR - (hereby referred to as “the coalition”) welcome the opportunity to contribute to the Roadmap for the ‘2030 Climate Target Plan” of the European Commission. A system of closed pooling of wooden pallets, as promoted by the coalition, maximizes the balance between utilization and environmental impact, in particular concerning the emissions of greenhouse gases related to the transportation, repair and manufacturing of pallets. The coalition places great emphasis on, and investment in, mitigating the carbon footprint of transportation not only in our own supply chain, but also in the supply chain of our customers, by optimizing distances and avoiding empty return trucks. Our wooden pallets are designed to be highly resilient, can be repaired and reused many times, which limits significantly the consumption of resources such as wood, steel and plastics and the related environmental footprint. Any end-of-life-cycle materials that are used by the coalition can be recycled or reduced in a controlled way. The pooling of wooden pallets therefore constitutes a prime example of a circular economic business model, considerably limiting pallet poolers’ CO2 emissions / greenhouse gases in their own industrial processes, and throughout their clients’ supply chain. The coalition supports the ambition of the European Green Deal and welcomes the European Commission’s initiative on increasing the 2030 climate target, as well as thoroughly assessing the role that various sectors can play in achieving climate neutrality. The coalition agrees with the Commission’s intention to assess the type and ambition of actions and policies required beyond climate and energy, including notably for the waste sector.
