Response to Cloud and AI Development Act

We welcome the opportunity to respond to the EU Cloud and AI Development Act consultation. The document we attach provides RAND Europes submission of evidence in relation to the consultation. Our response highlights recent trends in compute for AI development and develops a set of recommendations for the Directorate-General for Communications Networks, Content and Technology (DG CNECT) Unit E2 to consider. We make the following suggestions: 1. Instead of betting on sovereignty across the stack, the EU should consider pursuing a strategy of strategic indispensability, i.e. building AI-critical infrastructure that enables the EU to negotiate continued access to compute and frontier models. 2. Set EU compute targets as a percentage of global AI compute capacity, rather than benchmarking against current European data centre capacity. 3. Establish special compute zones in geographically relevant EU regions that guarantee expedient data centre construction, designating a singular authority within EuroHPC to approve projects within a capped length of time if conditions are met. 4. Invest in adequately securing data centres used for strategic use cases, both for protecting against sabotage and to improve access to advanced chips.

Response to Biotech Act

RAND Europe are pleased to submit evidence to this call for evidence related to the EU Biotech Act. Our submission covers six key themes: governance, workforce development, data and AI integration, access to capital, supply chain resilience, and support for physical infrastructure. Response to Establishment of the scientific panel of independent experts under the AI Act – implementing regulation

RAND Europe welcomes the opportunity to provide feedback to the European Commission regarding the Artificial intelligence implementing regulation establishing a scientific panel of independent experts initiative. The Scientific Panel of Independent Experts (the Panel) can play a key role in supporting the enforcement activities under the EU AI Act. To strengthen the Panels role, we propose a series of recommendations in the attached document.
