Response to Clean corporate vehicles

We welcome the Commissions Clean Corporate Vehicles initiative as a necessary step to align fleet regulation with the realities of operators. Reitan Retail is one of the largest retail groups in the Nordic and Baltic region, with over 3,500 outlets, 45,000 colleagues, and daily service to more than 2 million customers. Our operations depend on efficient and resilient fleets. In Norway and Denmark alone, we operate close to 600 vehicles, many already transitioned to electric or biogas, and have installed 600 high-capacity chargers through our Uno-X Mobility network, including sites dedicated to heavy-duty transport. Based on our experience, we recommend four priorities: 1) Binding and coordinated infrastructure delivery. Fleet decarbonisation depends on timely roll-out of depot, corridor and urban node charging, aligned with AFIR. Heavy-duty hubs need substantial land and reliable grid capacity. EU coordination must ensure service continuity, especially where AFIR derogations apply. 2) Predictable fiscal measures. Zero-emission trucks remain far costlier than diesel. Harmonised, long-term incentives such as capex support, accelerated depreciation and CO-differentiated tolls are needed. Early adopters should be recognised so that investments made without subsidies are not penalised if stronger support follows. 3) Flexibility across geographies and technologies. Electrification is central, but in Northern Europe advanced biofuels and biogas remain necessary in segments where electric trucks cannot yet deliver full operations. The framework should remain technology-neutral, with strict sustainability criteria. 3) Resilience as a guiding principle. Food distribution must be secured under all conditions. Minimum service levels, winterisation, repair standards and prioritised energy access are vital to safeguard clean fleet targets. Cross-border compatibility and planning are preconditions for success.
