The purpose of the Association is to promote within the territory of the European Union the interests of the Members in the broadest sense of the word in the area of reusable transport packaging systems and return logistics, including: (i) improving the economic, commercial, legal, technical, scientific and ecological framework; (ii) promoting, protecting and representing common interests; (iii) improving talks, the exchange of expertise and information around interest issues and mutual concerns; and (iv) promoting cooperation.

Response to Initiative on EU taxonomy - environmental objective

Reusable Packaging Europe fully supports the aims of the EUT, achieving the transition to a circular economy and endorses the proposed technical screening criteria. This document serves as feedback by RPE on the European Commission's proposal, which is especially relevant to the reusable transport packaging sector. RPE believes that the use of reusable packaging as a circular service is essential for reaching a climate-neutral economy. Reusable packaging is the most efficient and sustainable solution for transport packaging. RPE therefore believes that RPCs and RWPs (and therefore Reusable Transport Packaging (RTP)) should be promoted given that: 1. RTP has minimal environmental costs compared to other packaging methods, uses much less raw materials and has a proven lower CO2 footprint throughout its life cycle. 2. RTP is produced as resource efficiently as possible, with its design and production ensuring a long lifespan. 3. RTP is designed for reuse and for efficient and safe transport, which ultimately ensures higher quality (fresh food) products in stores and reduces food waste. RTP can be considered as a prime example of a circular model as its reuse and pooling maximizes the balance between utilization and environmental impact. Any decline in reusable packaging presents a challenge to the principles of the EUs Circular Economy Action Plan and conflicts with the waste hierarchy.

Response to Waste Framework review to reduce waste and the environmental impact of waste management

With the revision of the Waste Framework Directive, the European Commission aims to protect public health and the environment through the proper management of waste. This is done by applying the EU’s waste hierarchy, which promotes 1. waste prevention (reduce) over 2. preparing for reuse; over 3. recycling; over 4. other waste recovery options; over 5. disposal of waste. However, while waste prevention (see No 1. above) and recycling (see No 3. above) are largely addressed in the call for evidence, very little attention is drawn to the role that reuse systems (see No 2. above) can play in waste prevention. Reusable Packaging Europe (RPE) fully supports the European Commission in its ambition and calls on the Commission to respect the waste hierarchy in its activities, thus promoting reusable (transport) packaging. RPE is convinced that reusable transport packaging plays, in line with the waste hierarchy, a crucial role in preventing waste – it ranks at the top of the waste hierarchy, only reduce is superior – and therefore welcomes the initiative to introduce overall and product specific waste prevention measures, as well as expanding the role of EPR schemes. Reusable Packaging Europe (RPE) fully supports the European Commission in its ambition to widen the scope of the Eco-design Directive and promote sustainable packaging (design), and calls on the Commission to respect the respect the waste hierarchy in doing so, thus promoting reusable (transport) packaging. Please find attached more information on RPE’s position with regards to this topic, in its reaction to the inception impact assessment of the European Commission. Please find also attached the joint position by RPE and the Closed Pallet Pooling Coalition (CPPC). About CPPC The members of the Closed Pallet Pooling Coalition (CPPC) – CHEP/IPP/LPR – represent companies operating systems of closed pooling of wooden pallets, maximizing the balance between utilization and environmental impact by issuing, collecting and reusing wooden pallets through a managed and tracked internal system. The coalition places great emphasis on, and investment in ensuring that their wooden pallets are designed to be highly resilient, can be repaired and reused many times and that any end-of-lifecycle materials can be recycled or reduced. The pooling of wooden pallets therefore constitutes a prime example of a circular economic business model.

Response to Review of the requirements for packaging and feasibility of measures to prevent packaging waste

PLEASE FIND ATTACHED OUR FULL POSITION Reusable Packaging Europe (RPE) is the European association which represents the interests of companies active in the area of reusable transport packaging systems, primarily in the pooling of Reusable Packaging Containers (RPCs). Inspired by the EU Green Deal, it is RPE’s mission to promote the pooling of reusable packaging as a circular service and as the most efficient and sustainable solution for the transport of food products in the European Union. With this position paper, RPE would like to contribute to the European Commission’s public consultation on the inception impact assessment the Packaging and Packaging Waste Directive, “Reducing packaging waste – review of rules”. RPE would very much like further involvement in the consultation process of this legislative act. Promote reuse over recycling: In developing a circular economy, RPE believes it is of the utmost importance that the EU packaging framework legislation is further modernized by increasingly promoting reuse, to effectively apply the waste hierarchy and improve on waste reduction. RPE believes that the legislative framework should reward packaging on the basis of its sustainability performance by linking high sustainability (and durability) performance levels to financial or regulatory incentives. RPE believes that specifically the (re)use of RPCs should be promoted in the packaging sector given that: 1. RPCs’ inherent strength, durability and ventilation substantially reduces food waste and avoids packaging waste. Each RPC can be used for years before it is replaced due to wear, damage, or design changes. 2. RPCs have minimal environmental costs, use relatively less raw materials, have a proven lower CO2 footprint and are positively aligning with the principle of Extended Producer Responsibility. At the end of their lifecycle RPCs do not result in any landfill or incineration but are scrapped for recycling and reuse (the resulting granulate is either converted into new RPC’s or reused for other means). 3. RPCs are long-established and proven to be the most versatile and efficient transport packaging system across fresh food supply chains (ultimate sharing business model). RPE believes on the basis of the above that the EU should proactively promote the pooling of RPCs due to the fact that his model maximizes the balance between utilization and environmental impact (also being positioned high on the agenda of the European Commission) by issuing, collecting and reusing RPCs.
