Response to Revision of the 'New Legislative Framework'

The Roundtable for Reusable Containers, Trays and Pallets (RCTP) represents manufacturers of reusable transport packaging in Europe, supporting European businesses by providing a sustainable and competitive alternative to single-use packaging. Due to its durability, reusable transport packaging (RTP) can transport a wide variety of goods and is frequently reused for many years. The RCTP welcomes the revision of the New Legislative Framework with the focus on enabling a more efficient implementation of innovative product solutions. The digital product passport is an important tool to track products across the European Union and facilitate proving the sustainability of such packaging solutions. Though RTP is not yet in the scope of the DPP, it is important to future-proof the legislation to ensure that the Digital Product Passport (DPP) allows companies across Europe to continue using reusable transport packaging solutions once they are in scope. Future scope extensions of the DPP obligations need to be as easy to implement as the originally included sectors. As such, the RCTP would like to highlight some considerations that are key to an implementation that both provides essential information to buyers of RTP and does not add to the administrative burden of product legislation. The RCTP calls on the European Commission to: ensure that technology neutrality remains a core principle for the DPP; Adopt an appropriate scope of application for future DPP sectors to limit the administrative burden.
