Our vision In the KVNR’s vision, the Dutch shipping industry should be a modern industry with an excellent performance record and should play a prominent role in a number of European and/or global market segments and at the same time manages to be the hub of the Dutch maritime cluster. The shipping register of the Netherlands is a leading one within Europe, in terms of growth, standards and sustainability of the ships registered, as well as service and user-friendliness. Our mission By means of collective actions, the KVNR promotes an internationally competitive business climate for shipowners in the Netherlands. Representation of collective interests is achieved by playing a guiding role in future developments in the shipping industry, both at national and international level. Individually, we offer support to our members by advising them in matters of business climate, the maritime labour market and sustainability.

Response to Future development and deployment of Small Modular Reactors (SMRs) in Europe

De Koninklijke Vereniging van Nederlandse Reders (KVNR) verwelkomt de mogelijkheid om feedback te geven op het verzoek om input aangaande kleine modulaire reactoren en de toekomstige ontwikkeling en implementatie ervan in Europa. Kleine modulaire reactoren (Small Modular Reactors - SMRs) bieden de EU strategische kansen voor het behalen van klimaatdoelstellingen, energiezekerheid en industriële concurrentiekracht. SMRs bieden unieke mogelijkheden voor maritieme voortstuwing en offshore platforms, maar ook voor industriële clusters, datacenters, defensie en waterstofproductie. Kernenergie blijft een cruciale pijler in de energietransitie. SMRs combineren flexibiliteit, veiligheid en emissievrije energie en zijn door hun compacte, modulaire ontwerp geschikt voor zowel schepen als industriële locaties. De wereldwijde elektriciteitsvraag stijgt fors en kernenergie levert stabiele, emissiearme energie tegen concurrerende kosten. SMRs kunnen een gamechanger zijn: ze maken emissievrije scheepvaart mogelijk, verlagen de totale kosten van eigendom tot vijftig procent en reduceren CO-uitstoot met tientallen megatonnen per jaar. Voor de maritieme sector betekent dit minder bunkeren dankzij lange brandstofcycli en een oplossing voor zeeschepen die lang op zee zijn. Voor industrie en datacenters bieden SMRs lokale, betrouwbare energie en verminderen ze netcongestie. De uitdagingen zijn aanzienlijk. Er ontbreekt een geharmoniseerd EU-vergunningskader voor mobiele reactoren, publieke acceptatie vraagt om transparante communicatie, en financiering vereist nieuwe instrumenten. Daarnaast moeten vaardigheden en certificering worden ontwikkeld en moet de TRISO-brandstofketen in Europa worden opgezet om strategische autonomie te waarborgen. Om deze kansen te benutten is versnelling nodig. Europa moet R&D en demonstratieprojecten ondersteunen via Horizon Europe, Important Projects of Common European Interest (IPCEI) en het Europese partnerschap Zero Emission Waterborne Transport (ZEWT), een EU Maritime Nuclear Alliance opzetten, en een snelle vergunningsprocedure invoeren. Ook zijn educatieve programmas en maatschappelijke dialoog essentieel om draagvlak te creëren. Door maritieme SMR-toepassingen expliciet op te nemen in EU-beleid kan Europa een leidende rol innemen in emissievrije zeescheepvaart, industriële concurrentiekracht versterken en bijdragen aan klimaatdoelstellingen en energiezekerheid. SMRs zijn een sleuteltechnologie voor duurzame energie en maritieme innovatie. Nu handelen is noodzakelijk om regelgeving, financiering en vaardigheden op elkaar af te stemmen en zo de weg vrij te maken voor veilige, innovatieve nucleaire voortstuwing in civiele zeescheepvaart en offshore sector.

Response to EU emissions trading system for maritime, aviation and stationary installations, and market stability reserve - review

The Royal Association of Netherlands Shipowners (KVNR) is the representative of Dutch-based shipowners active in the shipping industry with slightly 1500 ships. We are committed to a maritime climate in which shipowners worldwide can have prosperous business, use clean ships which sail safely with competent crews. Attached you find our feedback on the ETS consultation with a focus on shipping. Our input is fourfold consisting of: 1. the future of the shipping ETS in view of the developments taking place within IMO with the IMO Net Zero Framework; 2. the bad experiences with the current ETS system; 3. the concerns regarding the inclusion of work vessels (5000 GT or more) under the EU ETS from 1 January 2027 onwards and, finally, 4. KVNR's position on the EU ETS and lowering the threshold limit of 5000 GT for ALL cargo ships, which on one hand distorts the market and on the other does not contribute to the green business case for shipowners with ships under 5000 GT.
