Verde Magnesium thinks that EU CRM Act is an excellent initiative in the current economic and geo-politic context and once approved it needs to be implemented considering that the EU and member states should be more pro-active in order to enable the restart of mining and primary metals production in EU. Main action points in our view should target: A. Regulatory frame: A1. clearer permitting standards to offer predictability. A2. balanced regulation of environmental NGOs as far as more and more they are acting as straight anti-mining/industrial activists opposing to CRM projects despite all the solid facts and scientific proofs addressing their concerns. B. Tax incentives: B1. exemption from corporate tax for companies investing in primary & secondary CRM projects till they recover their investment B2. deferred VAT for technology transfer to EU and acquisition of equipment which is not produced in EU. C. Governmental effort (both at EU and member states level) in: C1. educating the EU customers re the advantages of do-it-in our backyard strategy. C2. supporting local communities to adopt mining and processing projects in their area via: C2.1. public investments in local infrastructure. C2.2. supervising the implementation and execution of the projects. C3. accelerating the permitting and implementation of lighthouse projects. C4. improving the dialogue with the industry. D. Empower a certain EU agency to interfere and mediate between stakeholders when an EU CRM project faces blockages, offering expertise, access to best practices, monitoring schemes, etc. E. More dedicated calls for projects to provide financial support for CRM projects over their entire life. F. Clear and measurable investment protection mechanism to allow EU production of CRM based on cleaner, more responsible and environmentally friendly technologies (which is more expensive compared with imports). CBAM, a tailored carbon credits mechanism to compensate higher environmental performance compared with current imported products, other forms of real incentives should become a tangible reality offering a clear path forward sooner rather than later.
