Response to A new Circular Economy Action Plan

The CEAP roadmap acknowledges that resource intensive sectors currently remain unaddressed by EU’s circularity measures and we agree that this is high time to focus on them but that key sectors such as the energy sector, the IT/communications sector, the extraction and transformation of metals should also be included in this landmark initiative. We also agree that resource use is an important aspect to tackle but ambitious eco-design requirements are also needed for all manufactured products, addressing material selection and toxicity as well as the overall pollution generated during their life cycle (some products are toxic to produce or become toxic during use phase, when recycled or incinerated). We insist that the European circular economy action plan and sustainable product policy be based on the waste hierarchy set up by the Waste Framework directive, which establishes a priority for prevention measures and repair and reuse over recycling in waste management, and aimed at achieving a toxic free, sustainable and inclusive economy. More generally, Europe needs a sustainable product policy framework with stringent standards not limited to removing worst performing and most toxic products from the market, that set the conditions for all products out on the market to be sustainable, with all necessary information clearly visible from producers to consumers. Response to Evaluation Energy Taxation Directive

A review of the ETD is overdue and should be used, amongst other things, to remove environmentally harmful subsidies. Seas at Risk is particularly concerned about the provisions of the ETD that mean the fuels used by fishing vessels and commercial shipping are not taxed. Fuel tax exemptions for fishing vessels have increased the profitability of fuel-intensive fishing techniques like beam trawling, and pushed up the sector’s greenhouse gas emissions. The contribution of fishing vessels to climate change should not be underestimated. These fuel-intensive fishing techniques also have serious negative impacts on biodiversity, ecosystem structure and marine habitats. By reducing operating costs and thus enhancing fishing effort, fuel subsidies are increasing fishing pressure on target and non-target species and are contributing to the over-exploitation of EU fisheries. This not only causes further depletion of fish stocks but also supports economically unprofitable practices that undermine future economic benefits. While the taxing of fuel for commercial shipping engaged in international voyages would have to be negotiated internationally to avoid evasion, it makes no sense to have the possibility of such taxes banned in the EU. Once the exemption is removed there is no reason why ships engaged in intra-EU voyages could not have their fuel taxed in the normal way. Given that marine fuels include some of the dirtiest fuels on the market it is doubly paradoxical that they are currently entirely untaxed.
