Response to Clean corporate vehicles

We welcome the opportunity to provide feedback on the proposed Clean Corporate Vehicles Regulation. Experience from California demonstrates that targeting large corporate fleets can be highly effective, as many major shippers have already made voluntary commitments and regulation helps turn these into predictable, harmonized action that drives the wider market. To succeed, the Regulation should be designed as part of a systemic framework that links supply-side measures such as the CO standards for heavy-duty vehicles with infrastructure measures under AFIR, while the Clean Corporate Vehicles Regulation provides the demand-side driver. Together these elements reinforce each other and create the conditions for rapid scale-up of zero-emission vehicles. Attention must also be given to implementation. Grid capacity and permitting delays should not become bottlenecks, and adequate support must be ensured for small and medium-sized enterprises so that the transition is equitable and achievable across the market. High ambition is critical. Globally, 40 nations have signed the Global Memorandum of Understanding on zero-emission medium- and heavy-duty vehicles, committing to 30 percent new sales by 2030 and 100 percent by 2040. This effort is supported by more than 250 endorsers and knowledge partners, and strong European regulation will reinforce this leadership and send clear signals to industry, finance, and markets.
