Response to EU quantum Act

Sparkle welcomes the initiative to establish an EU Quantum Act. As an international connectivity provider delivering quantum-safe services, we see the Act as a necessary step to accelerate research, industrial capacity and supply-chain resilience in Europe. Pillar 1 Research & Innovation Sparkle agrees that fragmentation slows down progress. We support stronger coordination between EU research programmes, industry and operators; cross-border testbeds for quantum-safe and hybrid communication networks; and wider support for standardisation (MEF, ETSI) to ensure interoperability. SMEs should have easier access to operate and test solutions on real infrastructures. Pillar 2 Industrial Capacity & Made in Europe Europe still depends on non-EU suppliers for critical components (photonics, cryogenics, lasers, secure hardware). Sparkle encourages the Act to foster strategic projects combining research, production and deployment, including quantum-safe communication services across backbone, edge and cloud. Coordinated procurement for dual-use and governmental applications would reduce fragmentation. Deployments like Quantum Safe over Internet (QSI) show that quantum-safe networking can already be adopted today. Pillar 3 Supply Chain & Governance Telecom operators should be included as key stakeholders, given the central role of networks in quantum-safe communication. Cross-cutting: Skills and New Workloads Sparkle supports EU initiatives on education and skills. The rise of AI and agent-based systems will increase the need for quantum-resilient secure communication. Technologies such as Sparkle STLS-AI show how communication models are evolving to address this trend. Conclusion Sparkle supports the EUs ambition to strengthen quantum research, industrial capacity and supply-chain resilience, and encourages recognition of quantum-safe communication networks as a strategic pillar of the Quantum Act.
