The Nature Conservancy urges EU-wide biodiversity criteria in energy auctions

Message — TNC recommends including environmental and biodiversity criteria as standard elements in renewable energy auctions. It calls for EU-wide harmonization to avoid companies navigating twenty-seven different national approaches. It also suggests integrating these criteria into future Net Zero Industry Act implementation.123
Why — Harmonization provides the industry with regulatory certainty while incentivizing the organization's conservation goals.45
Impact — Developers focused solely on price might lose competitiveness against environmentally focused market leaders.6

Response to Guidance to facilitate the designation of renewables acceleration areas

TNC welcomes the inclusion in the RED of the concept of Renewables Acceleration Areas (RAAs), as well as the commitment in the Wind Power Action Plan to deliver dedicated, new Guidance to help Member States navigate the designation process. The implementation of the revised EU Renewable Energy Directive (RED)s provisions on renewables mapping and Renewables Acceleration Areas is an opportunity for Member States to adopt smart siting approaches in order to accelerate renewable energy deployment while delivering for biodiversity and communities. We believe RAAs, if well carried out, can be a robust tool to ensure we meet both our climate and biodiversity goals, by fast-tracking planning for renewables in areas of low-conflict risk for biodiversity. Detailed recommendations on mapping a sustainable energy transition are enclosed, including on spatial planning approaches. TNC wishes to highlight the following key messages and recommendations: 1. Europe-wide there is enough land for low-conflict Renewable Energy deployment - but this requires a holistic approach with careful planning, smart siting, and thorough stakeholder engagement. 2. Renewables Acceleration Areas can be a game changer for meeting EU and global climate and energy goals, if implemented as part of a scientific and credible spatial planning process for renewable energy deployment. Detailed guidance and tools to identify suitable sites are needed, as well as consistent definitions of terms employed in the Renewable Energy Directive, such as brownfields, to support their adequate prioritisation. 3. Adequate monitoring of the designation and implementation of Renewables Acceleration Areas and spatial mapping for Renewables deployment will be needed to ensure Member States are equipped and supported to deliver within the deadlines set by the Renewable Energy Directive and to ensure stakeholder engagement and acceptance. While recognising the urgency of delivering on the Directive, Member States should make use of the time provided by the deadlines set by the Directive to deliver robust, science-based designation plans and ensure buy in by relevant stakeholders and communities.
