Response to High and low Indirect Land-Use Change (ILUC) - risks biofuels, bioliquids and biomass fuels

Our full comments with figures are attached. In summary, based on our research, we recommend: • Biofuel policy should phase out biofuels that require diverting the productive capacity of land to generating their feedstocks, including land that was previously forest (or other natural ecosystems), abandoned, pasture, or agricultural land. • Use of abandoned land for biofuel production should only in limited conditions qualify as low ILUC risk biofuels. Furthermore, the European Commission’s approach to addressing the ILUC risk of biofuels is inadequate and needs to be revised to address the following realities: (a) There is a projected 56 percent food gap between crop calories produced in 2010 and those needed in 2050 under “business as usual” growth to feed the population (WRR, 2018 Creating a Sustainable Food Future). As a result, agricultural area for food production is likely to expand, even without biofuels; (b) the demand for land for food, timber, carbon storage, and biodiversity gives land in general, and fertile land especially, a high opportunity cost; (c) the inefficiency of bioenergy production per hectare limits that land’s value for energy; and (d) solar provides an alternative means of producing far more energy per hectare, and can use infertile land.
