Response to Advanced Materials Act

UAP Coalition Netherlands welcomes the Commissions initiative to strengthen the EUs ecosystem for advanced materials. Representing aviation and security professionals who have encountered Unidentified Anomalous Phenomena (UAP), we submit that true strategic autonomy requires the study of "frontier" materials, including those potentially displayed by anomalous aerospace occurrences. We recommend that the Advanced Materials Act explicitly encourages research into metamaterials and anomalous signatures to prevent technological surprise and ensure EU sovereignty in the airspace domain.

Response to Future development and deployment of Small Modular Reactors (SMRs) in Europe

UAP Coalition Netherlands (UAPCNL) welcomes the Commissions initiative to frame a comprehensive strategy for Small Modular Reactors (SMRs). We support the objective to accelerate the deployment of SMRs by the early 2030s to aid decarbonization and competitiveness. However, the shift from large, centralized nuclear plants to modular, decentralized SMR units introduces unique security challenges. Based on documented incidents of Unidentified Anomalous Phenomena (UAP) and unidentified drone incursions near nuclear facilities, we argue that the physical security of SMRs must be "future-proofed." Our recommendation is specific: The EU SMR strategy must prioritize "Security-by-Design" integrating multi-modal anomaly detection sensors directly into standard SMR designs to protect these decentralized assets from unconventional aerial threats.

Response to Strategy on Intergenerational Fairness

UAP Coalition Netherlands supports the Commissions Strategy on Intergenerational Fairness and urges that any monitoring tool or indicators adopt open, reproducible monitoring and data-sharing principles. The Strategy should require formal roles for civil society and independent scientific experts in the design and governance of monitoring instruments, and set narrow, transparent criteria for any restriction of data access to prevent unnecessary secrecy. Embedding Responsible Research and Innovation principles will strengthen the Strategys legitimacy and protect future generations capacity to assess long-term risks. We offer participation in the co-creation process.

Response to EU Space Law: Union law for safe, secure and sustainable space activities

UAP Coalition Netherlands welcomes the opportunity to contribute to the Commissions proposal for a Regulation establishing a European Space Act. Our feedback focuses on strengthening the provisions related to space safety, resilience and scientific research by addressing the potential impact of Unidentified Anomalous Phenomena (UAP). We recommend targeted amendments to ensure that UAP are defined and integrated into existing reporting, collision avoidance and risk management frameworks. These amendments are designed to remain proportionate, science-based and operationally feasible, while safeguarding national security and data protection. Our contribution aims to support the Unions objectives of enhancing space domain awareness, ensuring the protection of space assets, and promoting transparency and research through validated, non-punitive reporting mechanisms.

Response to European Research Area (ERA) Act

This feedback, submitted by UAP Coalition Netherlands and co-signed by 24 scientists, researchers, and organizations, highlights stigma as a systemic barrier to the objectives of the European Research Area (ERA) Act. We argue that stigma discourages researchers from pursuing emerging or unconventional fields like Unidentified Anomalous Phenomena (UAP), limits access to infrastructures and data, and undermines mobility, collaboration, and Europes scientific competitiveness. The submission proposes concrete measures for the ERA Act, including: 1. promoting open-minded scientific inquiry, 2. developing anti-stigma guidelines for funding bodies, 3. supporting exploratory research in marginalised fields, 4. fostering inclusive and interdisciplinary networks, and ensuring equitable access to EU research infrastructures. By explicitly recognising stigma as a structural obstacle, the ERA Act can strengthen scientific freedom, open science, and Europes ability to attract talent and investment.

This submission provides recommendations to strengthen the regulations alignment with principles of Good Governance. We also highlight the importance of ensuring future readiness for cases involving emerging aviation technologies and Unidentified Anomalous Phenomena (UAP), in line with developments in other countries.
