Response to Commission Communication – "Renovation wave" initiative for the building sector

In France, the social housing providers account for a portfolio of around 4.6 million housing units. They build on average 75,000 housing units per annum and they refurbish around 120,000 units per annum. Having long been committed to the goal of high energy performance, they have significantly accelerated the number of thermal renovations that they have performed over the past 10 years, thanks to a specific type of loan provided by France’s Banque des Territoires, backing from local authorities, and subsidies from the European Regional Development Fund (ERDF). All this generated 10.5 billion euros of investment between 2012 and 2019. For a few years, we have been working with the financial tools of the European Investment Bank and are in the process of setting up a financial platform dedicated to thermal renovation with the EIB, the CEB and the Bank of the territories. With the wave renovation, we are ready to commit to a low carbon renovation objectives, allowing us to achieve carbon neutrality by 2050, while pursuing social objectives for Tenants. The fact remains that the costs linked to the new health rules linked to the COVID 19 crisis and the additional costs linked to low-carbon renovation are significant. Europe must be there to help all businesses, especially SMEs, to renovate for less, while practicing affordable rents, within a stable legislative framework, which allows actors to plan for the medium and long term.

Response to Evaluation of State aid rules for health and social services of general economic interest and SGEI De Minimis

L’Union sociale pour l’Habitat qui représente les entreprises de logement social en France souhaite prendre part à l’évaluation des règles relatives aux subventions publiques en faveur des services sociaux et de santé d’intérêt économique général La décision SIEG a permis d’apporter une sécurité nécessaire à la fourniture du logement social en France. Elle permet de mettre en œuvre effectivement l’article 14 TFUE et le Protocole 26 TFUE tout en respectant le cadre de la politique européenne de concurrence. Son maintien et sa simplification sont nécessaires afin que l’évolutivité des besoins en logements abordables et sociaux, reconnus au niveau de l’Union européenne, soit prise en compte ainsi que les conditions de calcul et de contrôle des éventuelles surcompensations.
