Response to European Partnership for Key Digital Technologies

University College Dublin (UCD) is Ireland’s largest university and one of Europe’s most research-intensive. UCD is committed to solving global challenges, in particular delivering on the ambitions set out in the United Nations Sustainable Development Goals, in partnership with others. Over the past 5 years we have collaborated with 4,050 institutions from 126 countries. We are leading research and innovation globally in Agri-food; Energy; Culture, Economy and Society; Environment; Health and ICT. UCD supports the option of an institutionalised European Partnership (option 2) in the area of a “Key Digital Technologies” and the intention to build on the achievements of the “Electronic Components and Systems Joint Undertaking (ECSEL JU)”, and the broadening of the reach to include European industries such as Energy and Manufacturing will have significant benefit. We believe partnerships such as this will be critical for the transition of our societies and economies in line with the ambitions of the SDGs. Ireland and UCD have significantly invested in these areas, and there is an opportunity for European collaboration to leverage these resources for the benefit of the EU and the wider world. UCD leads Ireland’s national research centre for Advanced Manufacturing (iForm) and has a dedicated Energy Institute which plays an important role endorsing a net zero carbon energy system, promoting modernised integrated energy systems while empowering the citizen through education, innovation and digitalisation. UCD is also home to an Integrated Energy Laboratory (IE Lab) which tests new energy management technologies likely to be deployed in the community. UCD is home to Ireland’s only university-based integrated circuit (IC) design research group, specialising in sensing, energy harvesting, communications, and quantum computing chip design. UCD also has the IoE2 Lab, a multi-disciplinary initiative with a particular focus on developing enabling technologies and making scientific breakthroughs for next generation internet of things and future (5G) communication networks. UCD is a key partner in the Microelectronic Circuits Centre of Ireland (MCCI) which delivers high impact microelectronics research for the global semiconductor industry, working with with our industry partners to deliver application-driven research. UCD is also a key partner in the SFI CONNECT Centre which develops innovative solutions for the communications challenges facing society today. Finally, the security of connected devices and the digital platforms that facilitate their interconnectivity is a key area of development for UCD. UCD is Ireland’s leading provider of high impact cybersecurity research, with cutting edge research being undertaken across a range of cybersecurity-related disciplines including AI-enabled cybersecurity, cryptography, cybercrime investigation, cyber-physical systems, data-hiding, digital forensics, human behaviour, cyber-diplomacy, hardware-related security, network security, policy, privacy, and trust. We believe strongly that access to a secure and trusted technologies. In summary, we strongly support the broadening of the scope of ECSEL to include these key digital technologies. We support the strengthening of electronics value chains as these are of key importance to our industry partners but also our engineers and scientists, providing access to key technologies needed. We strongly believe that a vibrant and collaborative ecosystem involving academia and enterprise will only serve to further enhance the quality of interdisciplinary research carried out in Europe and at UCD.

Response to European Partnership for a Circular bio-based Europe

UCD is committed to solving global challenges, in particular delivering on the ambitions set out in the United Nations Sustainable Development Goals (SDGs), in partnership with others. Over the past 5 years we have collaborated with 4,050 institutions from 126 countries. We are leading research and innovation globally in Agri-food; Energy; Culture, Economy and Society; Environment; Health and ICT. UCD strongly supports the option of an institutionalised European Partnership (option 2) in the area of a “Circular Bio-based Europe”. We believe partnerships such as this will be critical for the transition of our societies and economies in line with the ambitions of the SDGs. Ireland and UCD have significantly invested in these areas, and there is an opportunity for European collaboration to leverage these resources for the benefit of the EU and the wider world. UCD leads Ireland’s national research centre for the Bioeconomy (BEACON) and has partnered with industry and local government to develop a Bioeconomy Campus in rural Ireland. The learnings from our campus can be transferred and localised to support the transition to sustainable production systems in other areas across Europe. The implementation of the initiative via option 2 will facilitate a structuring effect with industry enabling a true partnership and long term commitment, leveraging of private investment from a broad range of stakeholders.

Response to European Partnership for innovative health

UCD is committed to solving global challenges, in particular delivering on the ambitions set out in the United Nations Sustainable Development Goals, in partnership with others. Over the past 5 years we have collaborated with 4,050 institutions from 126 countries. We are leading research and innovation globally in Agri-food; Energy; Culture, Economy and Society; Environment; Health and ICT. IMI has built a successful platform for engagement and UCD supports broadening the scope of the partnership by taking advantage of the significant developments in data-rich health technologies and delivering these solutions to European citizens. UCD recognises that many of our most common medicines are not effective in treating large numbers of patients and precision medicine approaches can deliver greatly improve efficacy. Moreover, an ageing population and the accompanying rise of chronic diseases such as cancer, obesity, type 2 diabetes and cardiovascular disease together with co-morbidities are profoundly challenging healthcare systems in industrialised countries. The broadening of the key stakeholder groups across patients, institutional health care providers (hospital systems and primary care), together with pharmaceuticals, diagnostics, medical devices, imaging, biotech and digital industries is welcomed to enable the translation of benefit to patients and society. UCD believe that the institutionalised European Partnership option (option 2) could significantly build on the earlier successes of IMI and leverage their expertise of managing such complex mechanisms and only the option of Institutionalised Partnership under Article 187 of EU Treaty will guarantee the long term commitment necessary for private and public investment on its ambitious objectives.
