In response to the established roadmap:
A uniform data format for the purpose of health care of European citizens is not only useful but absolutely desirable.
Taking into account the data autonomy of the citizens and on modern technical basis which is state of the art, the authorized inspection of health records in a broader sense is a necessity for every practitioner. On the one hand, fatal, if not lethal, mistreatment in terms of patient safety can be avoided (eg consideration of allergies), and on the other hand, costs can be reduced from an economic point of view (eg by double examinations for lack of information).
The inclusion of the employees in the health care system has to be taken into account, since they are mainly responsible for the information processing in the practices, clinics and laboratories.
A transfer of data to others as a practitioner, eg to research institutions and others can and must be done only with the authorization of the citizens.
