Response to Advance Information on Air Passengers

The World Travel & Tourism Council (WTTC) has been around for more than 30 years representing the private sector globally. Our members are the Presidents and Chief Executives of the most powerful travel businesses around the world. We bring together over 200 leaders of the Travel & Tourism companies including airlines, airports, hotels, cruises, travel agencies, tour operators and technology companies, among others. About a third of WTTCs Members are based in Europe. Since our formation, WTTC has been publishing data on Travel & Tourism, which comprehensively quantifies the economic impact of the sector across the worlds economies. This highly-respected data illustrates the importance of Travel & Tourism to the EU economy. In 2019, the sector contributed a total of EUR 1,411.4bn to the EUs GDP, representing one tenth of the EUs overall GDP. The sector is also a key source of employment, supporting over 11% of jobs in the EU 22.9 million jobs in 2019. Aviation is vital to the international Travel & Tourism sector, and thus policies impacting airlines also impact Travel & Tourism. Research shows that in 2018, 58% of international tourists travelled to their destination by air. As such, WTTC and the wider Travel & Tourism sector has an active interest in ensuring aviation remains both secure and passenger-friendly, while moving towards making journeys as seamless as possible. And when it comes to travel and aviation, Europe is one of the busiest regions in the world. This is due to its unique position as arguably the most strategic group of international continental destinations for arrivals and transfers from other regions, arriving at and passing through Europe. In this context, we are following the Commissions proposal for revised rules for advance air passenger information (API) with interest and appreciate the opportunity to provide feedback on the proposed changes. We support the focus on improving efficiency while improving processes; recommend sufficient consideration should be given to consistency, practicality and proportionality of the data to be collected, and finally encourage the EU to take this opportunity to implement further improvements relating to passenger information through a Digital Travel Portal and interactive API. WTTC has done a large amount of work on the digitalisation of travel and we would be happy to discuss this, and our learnings, in more detail with you. We set out each of these considerations in more detail in the attached document.
