National requirements make it difficult for EU citizens to afford and efficiently use cross-border car-rental services. They may also lead to inefficiencies on the side of rental companies and cause unnecessary greenhouse gas emissions due to an inefficient use of rental cars. The aim of this initiative is thus to facilitate the use of cross-border car rentals by setting minimum requirements at the EU level on registration, cross-border use and return of cars rented for private mobility purposes
