The proposal objective is to prohibit derogations for use of non-organic seedlings in organic crops with a one growing season cycle to ensure integrity of organic products. Given the lack of availability of organic seedlings, the act introduces also a temporary derogation to use for organic productions seedlings originated from non-organic untreated seeds but grown under organic conditions. In addition, the proposal clarifies when seedlings could be labelled as in-conversion.
