Aeroporti di Roma (ADR) warmly welcomes the European Commission's initiative for the Sustainable Transport Investment Plan (STIP), recognising the importance of a common strategy for transport decarbonisation, especially for complex sectors such as aviation, which is considered hard to abate. Unlike other sectors, the decarbonisation of aviation requires long-term solutions and significant investment in research and development, sustainable aviation fuel (SAF) infrastructure and new technologies. Having been excluded from NRRP funds, ADR believes that the STIP could represent a crucial opportunity for the sector, offering a well-defined regulatory and investment framework to accelerate the ecological transition. For these reasons, ADR is strongly committed to the decarbonisation of airport operations through the electrification of airport and ground handling fleets, the deployment of renewable energy production plants (e.g. solar farms), and the digitalisation of processes. Nevertheless, certain aspects should be considered to better steer investments: 1. The need to provide funding for producers and distributors of alternative and sustainable fuels (E-fuel, SAF, Hydrogen) to reduce final costs and facilitate infrastructure development, which today can involve considerable expenses. In this context, it is also important to consider funding for fleet conversion to such alternative fuels to stimulate demand in line with production. 2. With specific reference to the development of the hydrogen value chain, it is deemed necessary to establish an ambitious incentive plan that takes a holistic approach to all stages of the value chain (production, distribution, utilization), considering the costs of purchasing and building refuelling stations (CAPEX), operating costs (OPEX, i.e. renewable electricity), as well as the costs related to the purchase of hydrogen-powered transport vehicles. 3. To support the production of synthetic fuels, new investments should be encouraged in renewable technologies and electricity storage systems, enabling access to green energy at affordable costs while ensuring that such initiatives are integrated with the ongoing electrification process, without generating additional pressure on green electricity production. 4. The need to provide co-financing solutions that cover, also in the industrial sector, most of the implementation costs (e.g. co-funding exceeding 80% of eligible costs), since, given the limited and fragmented availability of supplies and the uncertainty surrounding technology development, infrastructure investments are both considerable and carry high risks of non-recovery. 5. The need to establish common technical standards for refuelling infrastructure (different and specific for each type of alternative fuel: e.g. SAF, hydrogen, e-fuels), thus ensuring compatibility among the various players in the distribution and consumption chain and facilitating the development of the entire value chain. Specifically, funding disbursements could be limited to solutions compliant with a standard defined by the Commission, to guide the future development of such alternative fuels and the entire value chain. 6. Supporting the adoption of green gases such as biomethane constitutes an immediate and effective solution for decarbonization of airport energy infrastructures, fully compatible with the existing ones. This transition can be achieved without compromising airport operations, service continuity, or the resilience of such a strategic infrastructure. It is therefore essential to actively encourage the use and integration of biogas within existing facilities, including biomethane purchased even via Biomethane Purchase Agreements, as a concrete and reliable pathway to advance the energy transition, ensuring long-term sustainability.
