Response to EU industrial maritime strategy

The Port Authority of Valencia (PAV) warmly welcomes the opportunity to contribute to the shaping of the EU Ports Strategy through this call for evidence. PAV considers the development of a comprehensive EU Industrial Maritime Strategy as a vital step in enhancing the competitiveness, sustainability and resilience of Europes waterborne sector. PAV would recommend taking into consideration the following issues when addressing EU Industrial Maritime Strategy: The importance of the decarbonization on the shipping Industry, the opportunities that this could generate and the role of ports in the process. The complementarity of the Port and maritime sectors as drivers for growth of the European economy, their synergies and the opportunity for fostering innovation in the waterborne ecosystem. The need for dedicated funding instruments to overcome existing barriers for the sector to unlock opportunities.

Response to EU Ports Strategy

The Port Authority of Valencia (PAV) warmly welcomes the opportunity to contribute to the shaping of the EU Ports Strategy through this call for evidence. PAV considers the development of a comprehensive EU Ports Strategy as a vital step in recognizing the central role ports play in advancing the EUs objectives on sustainability, competitiveness, security, and resilience. Considering the pressing need to reinforce the EU port sector, this strategy should serve as a foundational pillar in accelerating the transition toward more competitive, greener, more resilient, and secure ports across the Union. PAV would recommend taking into consideration the following issues when addressing EU Ports Strategy: The need to keep European Ports cooperation and competitiveness, especially vis-à-vis ports in neighboring countries The importance of creating conditions ensuring their security and resilience Facilitating their role as energy hubs Understanding their position for catalyzing innovation in the logistics chain Providing adequate funding and financing in line with the new challenges ahead You can find attached a detailed contribution

Response to EU emissions trading system for maritime, aviation and stationary installations, and market stability reserve - review

The Port Authority of Valencia (PAV) welcome the opportunity to contribute to the European Commission public consultation on the EU Emissions Trading System (EU ETS) and the Market Stability Reserve (MS). The PAV shares the commitment to decarbonizing the shipping industry and welcomes the initiatives taken by the Commission in this direction. It recognizes the inclusion of shipping in the ETS framework as a key step toward achieving the 2030 climate goals and carbon neutrality by 2050. Our Zero Emissions Port strategy is clearly aligned with these objectives. Nevertheless, we advocate for a ETS scheme that, at the same time, ensure the competitiveness of European ports while avoiding possible carbon leakage derived from the implementation of the principles of the ETS. This scheme should be aligned with global initiatives, in particular with the new IMO framework aimed at achieving net-zero emissions by 2050 and expected in October 2025.
